Around 15,000 employees of the Brihanmumbai Municipal Corporation have suddenly found themselves staring at a technological abyss, and risk losing out on increments and promotions if they do not have a certificate to show that they are armed with the basics to work on a computer. <img alt="" src="http://images.mid-day.com/2012/oct/BMC_1.jpg" style="width: 500px; height: 372px; " /> Representation pic According to a circular first issued by the BMC in 2005 after a government resolution (GR) was passed, employees below the age of 50 were required to have taken a one-year basic computer course. All wards and offices of the civic body were informed that it would be compulsory for employees to hold a Maharashtra State Certificate in Information technology (MS-CIT) to qualify for a raise or promotion. This decision goes to show that the civic body has been planning to become increasingly technology-driven and a second circular was issued in 2006, third in 2009 and the last one in 2010 to ensure that all employees were aware of the requirement. The circular states that every worker, excluding the fourth class employees till the age of 50 years, need to complete the MS-CIT course, failing which their increments and promotions would be held up till the requirement was met. The fate of around 15,000 employees hangs in the balance, as they have not yet submitted their certificates. The civic body has made sure that reminder circulars were issued four times to inform employees. There are around 70,000 employees (excluding the fourth class workers) in the BMC, and the decision comes on the back of another to improve their efficiency. A senior officer from the General Administration department said on condition of anonymity, &ldquo;In our corporation, not every one is familiar with how to work on a computer. Hence, the BMC had asked employees to take up this course and get a certificate. But around 15,000 employees&rsquo; promotions and increments are held up due to the delay in getting the certificate. It was felt that even the corporation needs to have its employees using technology, and all those doing paper work should at least know the basics.&rdquo; P R Satpute, CPO, said, &ldquo;We had given many reminders to the employees to submit their certificates, but many have failed to do this. Their promotions have now been held up as per the consequences stated in the circular. Only employees above 50 years of age were exempted.&rdquo;u00a0
