A day after serial blasts rocked Assam, Prime Minister Manmohan Singh arrived here on Tuesday to address a campaign rally that had to be delayed due to a hailstorm.

The venue of Manmohan Singh's rally was flooded and officials said attempts were being made to arrange the public meeting in another place.
