Bidding opens for consultant to assess technical, operational, and commercial visibility, as NMIA prepares to become major aviation hub

The City and Industrial Development Corporation of Maharashtra (CIDCO) has started the process to explore a third runway at Navi Mumbai International Airport (NMIA) by inviting bids for a consultant to conduct a techno-commercial feasibility study.
In a public notice, CIDCO called for online Requests for Proposal (RFPs) from reputed single entities, joint ventures, or consortia through the e-tendering process. The selected consultant will assess the technical, operational, and commercial viability of adding a runway at the upcoming international airport.

The consultancy assignment will last six months, and selection will follow CIDCO’s Least Cost Selection (LCS) method under its Transport & Communications (T&C) Department. Tender documents and the bidding schedule will be available on Mahatenders from December 16, 2025, with proposals submitted online within the stipulated timeline.
CIDCO officials said NMIA is being developed with scalability in mind. The feasibility study will determine whether a third runway is technically feasible, financially viable, and operationally necessary, based on traffic forecasts, land availability, and regulatory requirements.
The move comes as NMIA is set to become one of the country’s key aviation hubs, easing congestion at Mumbai’s Chhatrapati Shivaji Maharaj International Airport and preparing for future passenger, aircraft, and cargo growth.
