Days after World Mental Health Day, Maharashtra forms expert panel to draft norms on student safety, wellbeing, and grievance redressal

Just days after the world observed Mental Health Day 2025, the Maharashtra government has announced the formation of a state-level committee of experts to draft a comprehensive policy on student safety, mental well-being, and grievance redressal. World Mental Health Day was observed on October 10. The panel, comprising 11 expert members, will prepare a draft policy applicable to all public and private non-agricultural universities in the state. It will be headed by Dr Hemalata Bagla, vice-chancellor of HSNC University.
Speaking to mid-day, Dr Bagla said, “The committee will focus on drafting norms for three key areas, student protection, grievance redressal, and mental well-being, in compliance with rules already laid down by the UGC, AICTE, and the Supreme Court.” While most institutions already follow existing guidelines from these apex bodies, the new policy aims to strengthen implementation, accountability, and institutional response.
“These norms will help all institutions align their internal policies and fast-track grievance handling,” Dr Bagla said. “We also plan to emphasise suicide prevention strategies, mental health sensitisation, and peer-support systems. Institutes may also be asked to submit periodic compliance reports to the Directorate of Higher Education.”
The committee will consult a wide range of stakeholders, including students, teachers, parents, administrators, and university officials, while preparing the draft. The first report of the proposed norms is expected to be submitted within two months.
