History: The Layer Every Standard Missed
Every civilisation built connectivity before it built governance beneath it. The Metre Convention standardized measurement. TCP/IP standardized communication. HTTPS governed trust. Double-entry accounting governed commerce. Each created the constitutional layer that allowed its era to scale. None of them governed what the systems they enabled were authorized to do before they acted. That structural omission is the most consequential gap in the history of technology.
