The Kalyan-Dombivli Municipal Corporation (KDMC) has announced a major reform with the launch of its new One-Window System for building permission approvals-a move set to transform the process with unprecedented transparency, efficiency, and citizen convenience. The system brings all No-Objection Certificates (NOCs) under a single digital umbrella, covering KDMC's Fire, Water & Sewerage, Garden, and Tax departments. Officials shared that this initiative marks a significant milestone in KDMC's journey toward technology-driven and citizen-centric governance.
With the new system, applicants can apply for all required NOCs through one integrated online portal, track their applications in real time, and benefit from time-bound approvals supported by auto-escalation features. The platform reduces paperwork through standardised documentation, increases accountability by mapping officers to specific service-level timelines, and simplifies the process for both developers and citizens-thereby strengthening investor confidence and accelerating project approvals.
The digital platform is seamlessly integrated with KDMC's Property Tax Database, online payment gateway, and automated workflow systems, minimising manual intervention and ensuring smoother, faster processing. This reform was essential, as earlier applicants had to approach multiple departments separately, resulting in delays, duplication of effort, and limited transparency. The One-Window System resolves these challenges by offering a unified, efficient, and fully digital experience.
Aligned with the Maharashtra Government's Ease of Doing Business framework and India's Smart Cities Mission, the initiative is expected to streamline building permissions, improve urban planning, boost revenue, and support better-regulated development across the city. To ensure smooth adoption, KDMC will also roll out an on-ground helpdesk, a helpline with technical assistance, and awareness workshops for architects, engineers, and developers.
"With this One-Window System, KDMC is cutting approval time, enhancing transparency, and directly boosting development across the city. Citizens and developers will both benefit from a faster, more predictable, and accountable approval mechanism," said the KDMC spokesperson.
Serving over 1.3 million residents, KDMC continues to drive urban growth powered by digital transformation and citizen-first policies. The new One-Window System reinforces the corporation's commitment to transparent governance and sustainable, technology-enabled city development.
