Maharashtra pushes land tokenisation, eyes India’s first ‘tokenised state’: Devendra Fadnavis

Maharashtra is making significant progress towards becoming the country's first "tokenised state", Chief Minister Devendra Fadnavis said on Wednesday, highlighting the state government's efforts to use technology to make land records easier to access and review.

Fadnavis made the remarks while speaking to reporters on the sidelines of the Global Fintech Fest in Mumbai. He said the initiative is aimed at taking Maharashtra's digital infrastructure and financial technology ecosystem to the next level.

The state has proposed the Maharashtra Digitisation and Exchange of Land Token Asset Act, or the DELTA Act, which seeks to establish India's first legal framework for blockchain-based tokenisation of land and immovable property.

DELTA Act under review

Fadnavis said Maharashtra had set the target of becoming the first "tokenised state" and had made considerable progress towards the goal over the past year.

"We have prepared the DELTA Act. A committee has now been formed to undertake a complete review of the Act," he said.

The proposed legislation is expected to provide a framework for tokenising land and other immovable assets using blockchain technology. The initiative is intended to make it easier to access and assess land records while creating new ways for citizens to realise the value of their assets.

Fadnavis said that once the law is enacted, ordinary citizens would be able to realise the value of their land and other assets and generate liquidity from them.

Mumbai's fintech role

Fadnavis described Mumbai as India's financial and fintech capital and said the country has emerged as the world's largest digital transaction market.

"Financial institutions and lending institutions have become accessible to the common man. People now have access to all kinds of financial services," he said.

He also highlighted the growing use of technology and various forms of virtual payments, including ATMs, debit cards and credit cards, as part of the wider shift towards digital transactions.

The chief minister said Maharashtra's proposed tokenisation initiative would build on this broader digital transformation.

"We are trying to take Maharashtra to the next level through this initiative," the chief minister said.

The state government's focus on asset tokenisation comes as it works towards creating a legal and technological framework for the digital representation and exchange of land and property assets. The proposed DELTA Act is currently under review by a committee before further steps are taken towards its enactment.
