Maharashtra will use an estimated 6.17 crore metric tonnes of fly ash from thermal power plants for three proposed expressways and a mineral transportation corridor in eastern Maharashtra under a Memorandum of Understanding (MoU) signed between Mahagenco and the Maharashtra State Road Development Corporation (MSRDC).
The agreement was signed in the presence of Minister of State for Energy Meghna Sakore-Bordikar. It aims to promote the sustainable use of fly ash while supporting infrastructure development and reducing the environmental risks associated with its long-term storage.
The proposed utilisation period is from January 2027 to December 2028.
Of the total estimated requirement, the Nagpur-Chandrapur Expressway will account for 2.79 crore metric tonnes of fly ash, the highest among the four projects.
The project-wise estimated requirements are:
The quantities may vary depending on technical requirements, actual site conditions and the availability of fly ash.
Mahagenco Chairman and Managing Director Radhakrishnan B and MSRDC Vice-Chairman and Managing Director Anilkumar B Gaikwad signed the MoU.
Separate tripartite agreements will be signed between the respective thermal power plants, MSRDC and authorised contractors or concerned agencies to finalise project-wise quantities, supply schedules, transportation arrangements and the terms of financial assistance.
Eligible claims for financial assistance will be processed after the fly ash is measured, its utilisation is certified and the required documents are verified.
Mahagenco Director (Projects) Abhay Harane, Executive Director (Environment) Dr Nitin Wagh, MSRDC Chief General Manager (Environment) Narendra Toke and other officials were present at the signing.
The initiative aims to support 100 per cent fly ash utilisation in line with the Central Government's fly ash notification dated December 31, 2021, and the Maharashtra government's fly ash utilisation policy dated September 19, 2025.
The agreement is expected to facilitate the large-scale use of accumulated fly ash at thermal power plants, helping reduce environmental and operational risks linked to long-term storage while creating a supply mechanism for infrastructure projects.
The MoU will remain valid until March 31, 2032, or until the relevant projects are completed, whichever occurs earlier. The term may be extended with the approval of the competent authorities of both organisations.
