The Mumbai Metropolitan Region Development Authority (MMRDA) on Friday signed an agreement with Singapore-based Surbana Jurong Infrastructure to prepare the Vision Document, Master Plan and planning framework for the Mumbai 3.0 project.
The agreement was signed by MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee and Surbana Jurong's Chief Executive (South Asia) Avinash Mishra in the presence of Maharashtra Chief Minister Devendra Fadnavis.
The consultancy will prepare a comprehensive development blueprint for the proposed 323.44 sq. km Mumbai 3.0, spread across 124 villages in Panvel, Uran and Pen talukas of Raigad district, MMRDA said in a statement.
According to the statement, the final concept plan is expected to be completed within 30 weeks.
According to MMRDA, the consultancy will prepare an inception report, analyse the existing situation, develop a vision plan, draft a concept land-use plan, conduct stakeholder consultations and submit the final concept plan.
The planning exercise will assess existing land use, transport networks, demographics, socio-economic conditions, utilities, environmental features and public amenities before proposing a long-term spatial and economic development framework.
The statement said that the Vision Document will outline Mumbai 3.0's economic positioning, investment strategy, growth sectors, catalytic projects and place-making principles, to develop it into a globally competitive and sustainable urban centre.
The draft concept plan will integrate three major components: a Concept Structure Plan, Concept Mobility Plan and Concept Infrastructure Plan.
The mobility plan will focus on regional and intra-city connectivity, mass transit systems, multimodal integration, pedestrian-friendly infrastructure and Transit-Oriented Development (TOD), while the infrastructure plan will cover water supply, sewerage, stormwater drainage, solid waste management, power, gas supply and social infrastructure.
MMRDA said the planning process would also include consultations with government departments, line agencies and other stakeholders before finalising the land-use plan.
The first phase of the consultancy is scheduled to be completed within 30 weeks from the commencement of work, excluding the time required for MMRDA's review and approvals.
The timeline includes:
Inception Report - 4 weeks
Existing Situation Report - 10 weeks
Vision Document - 16 weeks
Draft Concept Land Use Plan - 24 weeks
Stakeholder Interaction Report - 26 weeks
Final Concept Plan - 30 weeks
The agreement follows the Memorandum of Understanding (MoU) signed between MMRDA and Surbana Jurong during the World Economic Forum in Davos in January 2026.
The Maharashtra government approved Surbana Jurong's appointment on a Government-to-Government (G2G) basis in June this year, paving the way for the detailed planning exercise.
Mumbai 3.0 has been planned as a new urban and economic growth centre for the Mumbai Metropolitan Region.
The project is strategically located near the Mumbai Trans Harbour Link (Atal Setu), the upcoming Navi Mumbai International Airport and Jawaharlal Nehru Port, and is expected to support residential, commercial, industrial, institutional and logistics development.
Speaking at the event, the Chief Minister said, "The Mumbai Metropolitan Region has the potential to become a USD 1.5 trillion economy, as recognised by NITI Aayog, adding that Mumbai 3.0 is a key step towards achieving that vision."
Deputy Chief Minister and MMRDA Chairman Eknath Shinde said, "The project would combine global urban planning expertise with Maharashtra's development ambitions to create a sustainable, well-connected and future-ready city."
MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee said the project would lay the foundation for a globally benchmarked urban centre through international planning expertise and an innovative land policy aimed at making landowners stakeholders in the development process.
