The Brihanmumbai Municipal Corporation (BMC) has issued a public notice making registration and tracking mandatory for all vehicles transporting construction and demolition (C and D) waste in Mumbai.
The civic body has directed generators, developers, contractors, government agencies, transporters and facilities involved in processing, recycling, unloading or backfilling C and D waste to comply with the Mumbai Debris Control & Tracking System (MDCTS).
All concerned stakeholders have been given 15 days from the publication of the notice to register their projects and transport vehicles on the MDCTS portal.
They will also be required to submit the prescribed C and D Waste Management Plan, segregate excavation material from other C and D waste and engage only registered and authorised transporters.
The BMC has made it mandatory for every vehicle transporting C and D waste or excavation material to be fitted with an active Vehicle Tracking and Monitoring System (VTMS) supplied by a BMC-empanelled provider.
The civic body said waste must be transported only to authorised processing, recycling, unloading or backfilling destinations. Vehicles carrying debris must also be properly covered to prevent spillage and dust pollution during transportation.
Vehicles found transporting C and D waste without valid MDCTS registration or an approved active VTMS will face a penalty of Rs 25,000 per vehicle per instance under the Solid Waste Management Bye-laws, 2025.
The BMC said illegal dumping, unauthorised transportation or disposal of C and D waste could also lead to stop-work action, suspension of permissions, action against bank guarantees and other proceedings under applicable laws.
The civic body will conduct ward-wise field verification and enforcement drives to bring private, government, semi-government and infrastructure projects under a common monitoring framework.
The initiative is aimed at creating an end-to-end digital trail for every load of debris, from its point of generation to its authorised destination.
According to the BMC, the system will help improve accountability, prevent illegal dumping and reduce dust pollution across Mumbai.
The civic body's message is clear: every load of debris will be registered, every vehicle tracked and every destination verified.
