The Brihanmumbai Municipal Corporation (BMC) is set to digitise its administrative operations by implementing an e-office system aimed at speeding up official processes, reducing paper use and improving transparency. Around 14,000 users will be onboarded in phases, Municipal Commissioner Ashwini Bhide said.

The system will enable digital processing of files, correspondence, proposals and approvals, reducing the civic body's dependence on physical paperwork.

The preparations were reviewed at a monthly meeting of BMC departments held at the Command and Control Centre in Worli on October 17. The meeting discussed technical infrastructure, staff training and administrative planning for the rollout.

Additional Municipal Commissioners Dr Vipin Sharma, Abhijit Bangar and Dr Avinash Dhakane, Joint Commissioner (Vigilance) Dr M Devender Singh, Deputy Commissioner Prashant Gaikwad, and other senior civic officials attended the meeting.

Files, approvals to be processed digitally

Developed by the National Informatics Centre (NIC), the e-office platform is being implemented in the BMC in accordance with a Maharashtra government resolution.

Under the system, notes, drafts, proposals and approvals will be processed online through a defined workflow. Officials will also be able to create, manage and transfer electronic files between departments and officers.

The platform will facilitate the recording of incoming and outgoing correspondence, scanning of letters and tracking of action taken. Digital signatures will be used to approve notes, drafts and orders.

Officials will be able to track file movements, pending cases, decisions and correspondence. A centralised digital repository will also help preserve and retrieve official records.

Training and helpdesk planned

The BMC will introduce the system in phases, with roles and responsibilities defined at each administrative level. A circular has also been issued to ensure the system's effective adoption in civic administration.

The Information Technology Department will conduct a training-of-trainers programme for nodal officers. A centralised helpdesk will be set up to address technical issues, while core teams led by department heads will oversee implementation.

The civic body is also working on providing the required computers and technical infrastructure and training employees to use the platform. Digital Signature Certificates have been provided to officers authorised to sign documents.

Bhide said the initiative was expected to streamline administrative processes, reduce paper consumption and strengthen transparency and accountability in the civic body's decision-making.
