The Brihanmumbai Municipal Corporation (BMC) has made fresh registration and four-way waste segregation compulsory for bulk wet waste generators across Mumbai. At present, 4680 bulk waste generators are registered with the civic body, with the list last updated in 2025.

Fresh deadline

BMC has given housing societies, restaurants, hotels, hospitals and educational institutions 15 days to register on the Swachh Bharat Mission (SBM) portal.

Ashwini Joshi, additional municipal commissioner in charge of the solid waste management department, said, "Penalties may be imposed from the 16th day onwards on establishments that fail to complete registration, as per the Solid Waste Management Rules, 2026. However, our inclination is towards educating, creating awareness, and prompting compliance."

Waste categories

Under the Solid Waste Management Rules 2026, waste must be segregated into four categories - wet waste, dry waste, sanitary waste and special care waste. Special care waste includes items such as paint drums, pesticide containers, expired medicines, bulbs, batteries and mercury thermometers.

Who is a bulk waste generator?

Bulk waste generators include large housing societies and commercial buildings that use over 40,000 litres of water daily, have an area of 20,000 sq m or more, or generate 100 kg or more of waste every day. These establishments must either process their wet waste themselves or pay the BMC to collect and process it.

Civic measures

BMC said only 13 registered bulk waste generators currently claim property tax rebates for processing waste independently. Over the next six months, the civic body plans awareness drives and capacity-building programmes. It will also introduce a new user fee within the next two to three months for bulk generators who do not process their own wet waste and need to hand it over to the BMC.
