For, three women in Malad's hotbed of crime have dug in their heels and created enough trouble to challenge, and probably even upturn, the male-dominated order of things in the city's established mafia.

Mumtaz alias Netayin Rashid (49), Zubeda alias Zibbo Akhtar Shaikh (30) and Reshma Mohammad Sameer Shaikh (27), all residents of Malwani, have nearly 20 cases of assault and extortion between them and have all been externed from the city.

Zubeda and Mumtaz have been restricted from entering Mumbai and Thane for two years while Reshma has been asked to stay away from the city for six months.

Police said the women have been involved in several criminal cases of extortion and assault, and Zubeda and Reshma have links with the water mafia too.

"The three women have taken control of organised crime in Malwani.

Zubeda, in fact, got so brash that she diverted the municipal water pipeline into her hutment to make the most of the acute water shortage in the area," said an officer from the Malwani police.

Repeat offenders
Police records show that Mumtaz has nine cases of assault and extortion against her, Zubeda has seven such cases to her credit and Reshma is involved in more than three cases of assault.

"We have been repeatedly warning the accused to mind their behaviour. As the cases against them started piling up, we slapped chapter cases (used against repeat offenders) against them.

As per procedure, they were produced in front of the ACP, where they submitted bonds that they would maintain discipline in the area," said the officer.

"However, they were soon back to their crooked ways and were declared tadipar," he added.

According to the police, if the trio breach the externment order, they will be arrested under the Bombay Police Act and fresh proceedings will be initiated against them.

When contacted, Deputy Commissioner of Police (Zone XI), Mahesh Patil said, "These women created terror in the area and one of them (Zubeda) managed to rake up more than half a dozen cases in less than a year.

Hence, it became necessary to take stringent action against all the three women in question."
