The Bombay High Court (HC) has allowed a petition challenging the delay in constituting key committees of the Thane Municipal Corporation (TMC), directing that the process of forming the panels be completed at the earliest and within eight weeks.
The order concerns the appointment of nominated corporators, members of the transport committee, the standing committee and other important committees of the civic body. Their formation had remained pending, prompting Advocate Sagar Kadam to approach the HC seeking intervention.
The delay had raised concerns over the functioning of the municipal corporation's committee system, which plays an important role in civic administration, policy decisions and scrutiny of municipal affairs.
The standing committee is among the corporation's key decision-making bodies, while the transport committee deals with matters related to civic transport. The appointment of nominated corporators and the formation of other committees are also part of the municipal governance process.
With the court allowing the petition and setting an eight-week timeline, the civic administration and the authorities concerned will now have to work towards completing the pending process within the stipulated period.
According to Kadam, the legal intervention was aimed at ensuring that the process of constituting the committees was not kept pending indefinitely.
"The purpose of approaching the High Court was to ensure that the democratic and administrative processes within the Thane Municipal Corporation move forward without unnecessary delay. The court has allowed our petition and directed that the committees be constituted at the earliest, within eight weeks. We hope the directions will be implemented within the stipulated time," Kadam said.
Senior advocate Sanjeev Kadam and advocate Sachin Pawar represented the petitioners during the proceedings.
The development is significant for Thane's civic administration, as the constitution of the committees is necessary for the municipal corporation's institutional functioning. The court's directive places the pending appointments and committee formations under a defined timeline.
