A special National Investigation Agency (NIA) court in Jammu has issued a fresh non-bailable warrant against Lashkar-e-Taiba (LeT) founder Hafiz Muhammad Saeed in connection with allegations that he supplied weapons, funds and directions to terrorists operating in Kashmir.

The warrant, issued on September 8, is the second non-bailable warrant against Saeed in two months as the NIA continues its investigation into alleged cross-border terror conspiracies and activities in Jammu and Kashmir.

Court says accused allegedly involved in terrorism

The special judge of the NIA court issued the warrant after hearing the prosecution and examining the material placed before the court.

"Heard CIO NIA and gone through the contents of application along with annexure. Perusal of records reveals that the involvement of the accused person has surfaced during the investigation and he is allegedly involved in terrorism.

"Keeping in view the fact that the accused person is at large and the Investigating Agency has not been able to procure his attendance in the ordinary manner, this motion is allowed.

"As such a general warrant of arrest (Non-bailable) is issued against the accused Hafiz Muhammad Saeed alias Hafiz Muhammad Sahib alias Hafiz Mohd Sayid alias Hafiz Mohd alias Hafiz Saeed alias Hafiz Mohd Saeed alias Hafiz Mohd Sayeed alias Mohd Sayed alias Muhammad Sayeed son of Kamal Ud Din resident of Sargodha Punjab Pakistan and is forwarded to DIG, NIA Jammu for execution of the warrant as per procedure prescribed under law.

"The application is disposed off and be consigned to record after due compilation".

The court's order states that Saeed's alleged involvement surfaced during the investigation and that investigators had been unable to secure his attendance through ordinary means. The warrant has been forwarded to the Deputy Inspector General of the NIA in Jammu for execution in accordance with law.

NIA pursues case involving Kashmir terror activities

Saeed, the founder of the Pakistan-based proscribed terror organisation LeT, is among India's most wanted terrorists and has been the subject of investigations by Indian agencies for alleged involvement in terrorism and cross-border conspiracies.

The latest court action relates to allegations that he provided material support and instructions to terrorist elements operating in Kashmir. The NIA is investigating the alleged network and the role of individuals suspected of facilitating terrorist activities in the region.

The issuance of a non-bailable warrant allows the investigating agency to take steps to secure the accused's arrest if he is located within its jurisdiction or otherwise becomes accessible to Indian authorities.

Saeed remains in Pakistan custody, India seeks accountability

Indian agencies have sought Saeed's custody in connection with various terror-related investigations. Pakistan, however, has maintained that the 76-year-old is serving prison sentences in connection with terrorism-financing convictions.

According to Pakistani authorities, Saeed is serving multiple lengthy prison terms at Kot Lakhpat Jail in Lahore after being convicted by an anti-terrorism court in cases related to terror financing.

Indian authorities have continued to raise concerns over the action taken against Saeed and the extent to which it addresses allegations of his involvement in terrorism directed against India.

Saeed remains UN-listed global terrorist

Saeed is listed as a global terrorist by the United Nations and remains subject to international sanctions. The United States has also placed a bounty of USD 10 million on him in connection with information leading to his conviction for terrorism-related offences.
