Ahead of Ganeshotsav, Pune Municipal Corporation (PMC) is drafting a regulatory framework for dhol-tasha and other troupe rehearsals. The policy will specify mandatory permissions, approved locations, timings and session durations to address noise complaints and unauthorised use of public spaces.
Troupe rehearsals in riverbeds, school fields, and civic grounds near residential zones sparked noise complaints. PMC noted that the lack of a standardised system created confusion, public disputes and unauthorised use of municipal property.

To prepare the policy, the PMC has sought reports from the deputy commissioners of the Property Management, Education and Sports Departments. Based on these reports, a detailed regulatory framework will be prepared, along with a formal procedure for granting permission to use municipal properties and open spaces.
A PMC official told mid-day, "The issue came to light after some dhol-tasha pathaks were found practising in riverbed areas without permission. Heavy rainfall last week led to water releases from dams and a sharp rise in river levels. The Baba Bhide Bridge was submerged, and the riverside road closed, yet some pathaks were reportedly still practising near the riverbed, raising safety concerns."
The official also said unauthorised use of municipal grounds and open spaces affects civic revenue, as such properties require permission and charges. Some pathaks allegedly continued rehearsals without authorisation, in certain cases with political backing, making enforcement difficult.
The rules will help prevent arbitrary use of public spaces, improve transparency in the permission process, protect municipal revenue and ensure better discipline among dhol-tasha troupes.

The proposal will include various aspects related to permissions, locations, timings and other conditions for practice sessions. The guidelines will be implemented after the Municipal Commissioner's approval. The PMC has not granted any official permission to any dhol-tasha pathak for practice sessions so far."
