This winter session, the government will have a hard time managing the opposition. The BJP demands that two separate investigations be carried out; one for politicians and another for bureaucrats.

According to the BJP, while politicians face punishment, bureaucrats always get away scot-free. Take the case of the 26/11 terror attack when 10 terrorists killed nearly 173 people and injured 300 in Mumbai. The then chief minister Vilasrao Deshmukh and deputy chief minister R R Patil had to resign. However, bureaucrats who were in power then continued to remain on payrolls.

The Adarsh scam case is no different -- former CM Ashok Chavan was forced to resign whereas bureaucrats have remained untouched. "We have asked for a special investigation into the role of bureaucrats, and once the session starts, we will raise the demand again and see to it that two separate investigations are carried out," said Madhav Bhandari, spokesperson, state BJP.

"There are several examples from the past where bureaucrats have easily found a way out from the mess and then put passed the blame on to politicians," said a politico.

Said another leader, "Politicians are equally responsible for scams since it is their signature that is needed to pass any file. It's the bureaucrat who is more responsible because he knows the law and how to twist it," said another leader.

A week ago, MiD DAY had reported how bureaucrats manage to escape punishments, with the blame shifted onto politicians. Some of the names of bureaucrats included Subhash Lalla, former Principal Secretary to then CM, Idzes Kundan, Former Mumbai Collector (who owns a flat in Adarsh Society) and PV Deshmukh: Former Deputy Secretary, Urban Development (with a flat in his name at Adarsh Society).

"The government has let many builders who have committed major crimes, go, including in the recent Powai land scam, where the government reduced the fine voluntarily. The CM might be an efficient leader at the centre, but we will check his performance at the state level," BJP State President Sudhir Mungantiwar had earlier said.
