Horse carts are to be phased out as per a court order, but many cart owners and drivers still run them in some places. In Colaba, many of them operate by staying away when the police arrive, usually in the evenings.

On Monday, when a policeman arrived, two or three other cart drivers managed to get away, but this one wasn’t so lucky. The policeman tried to stop him, but when the man didn’t halt, he got in the cart and confiscated the seats.
