Mumbai Police have arrested five officials linked to the under-construction Mumbai Metro Line-4 following the collapse of a parapet segment on Lal Bahadur Shastri (LBS) Road in Mulund West on Saturday afternoon, which left one person dead and three injured.
A first information report (FIR) was registered at Mulund Police Station under Sections 105, 110, 324(5), and 3(5) of the Bharatiya Nyaya Sanhita (BNS) against managers, engineers, and supervisors from the contractor and supervisory companies involved. The five arrested are:
Harish Chauhan – Project director
Kuldeep Sapkal – Project manager
Saurab Singh – Deputy manager
Prashant Bhoir – Supervisor
Avdhoot Inamdar – Project manager
The first four are from Milan Road Buildtech, while the fifth is from DB Hill LBG.
The incident occurred around 12.15 pm near Pier P196 on the Wadala–Kasarvadavali corridor, close to Mulund Fire Station. A portion of the parapet segment fell onto a passing autorickshaw and a car on LBS Road, causing injuries. Four persons were shifted to a nearby hospital, where one succumbed while the remaining three are undergoing treatment.
The Mumbai Metropolitan Region Development Authority (MMRDA) has imposed immediate financial penalties of ₹5 crore on contractor RAJV Milan Infra and ₹1 crore on the General Consultant consortium (comprising DB Engineering & Consulting, Hill International Inc, and Louis Berger Consulting Private Limited), citing prima facie responsibility. The action is subject to the findings of a detailed inquiry.
MMRDA has constituted a high-level inquiry committee headed by Basavraj M Bhadragond, Director (Projects), to determine the precise cause of the collapse, including construction methodology, quality control, supervision, contractor compliance, and third-party oversight.
Mumbai Metro Line-4 slab collapse: Construction on affected stretch temporarily halted
Construction on the affected stretch has been temporarily halted. The site was secured and a structural safety assessment commenced in coordination with BMC, disaster management authorities, local police, and fire brigade officials. Additional Metropolitan Commissioner Ashwin Mudgal and senior officials inspected the site, directed precautionary measures, visited the injured, and arranged an independent assessment by a Fortis Hospital team.
MMRDA clarified that certain circulating social media visuals pertain to a previously flagged location geographically separate from Pier P196, which will be examined during the inquiry for transparency.
The authority expressed deep sorrow, extended condolences to the deceased's family, and reiterated commitment to safety. MMRDA will bear full medical expenses for the injured and provide financial assistance to the victim's family on priority.
