Delhiites are no strangers to traffic restrictions due to VIP movement across the Capital but the wait for the jam to clear out proved too long for 65-year-old Bali Ram.

The retired Municipal Corporation of Delhi employee could not reach the nearby hospital after suffering a heart attack and died in a cycle rickshaw near Daryaganj on Monday because the road leading to the Lok Nayak Jai Prakash Narayan Hospital was jammed with traffic due to the restrictions in place for US President Barack Obama's visit to Rajghat.

Bali Ram, a resident of Jaunpur, UP, had arrived in Delhi before Diwali for some pension-related work. On Monday morning Bali Ram was about to reach the pension office when he suddenly felt pain in left arm and his chest. Some friends took him to the LNJP hospital on a rickshaw. But all roads leading to the hospital were closed for the cavalcade of Obama. Bali Ram died on the rickshaw that was stuck in the jam for more than an hour.

"We thought that he has fainted, we requested the people who were stuck in jam to give way to the rickshaw but the roads were fully packed and there was no place for the vehicles to move. Bali Ram died before he could reach the hospital. The doctors said that it was a case of suspected cardiac arrest," said Sultan singh, one of the people who took Bali Ram to the hospital.

The local police station was intimated about the incident but the officers were in the denial mode and refused to comment on such incident.

A Kanpur couple had alleged their 10-yr-old son died because of traffic restrictions in the city for the PM's visit prevented the family from taking the child to hospital in time. Aman Khan, a Class 2 student, suffered head injuries on July 3 after the iron gate at his home fell on him. His parents tried to take him to a hospital but were allegedly delayed by the police presence. Manmohan Singh was in Kanpur that day to attend the IIT convocation.
