On the night of October 26, 2002, the south Delhi businessman heard a commotion while returning home to Kotla Mubarakpur from his shop in South Extension. Chugh saw some people pursuing a thief. He tried to get hold of the crook but during the scuffle the latter fellu00a0 and got injured. The 36-year-old then called the police and the thief was arrested.

But the shock came three days later when Chugh got a call from the Kotla Mubarakpur police station informing him that the thief, Anirudh Charaborty, had filed an FIR against him and his father under Section 308 (Attempt to commit culpable homicide) of the IPC.

"I was shocked. I had done nothing wrong. I was just trying to catch a thief. Is it a crime?" Chugh asked. "My father is a retired Air Force officer and he was not even present when the incident occurred. Then I remembered that it could be the handiwork of Sub-Inspector Sandeep Sharma who had a score to settle with me," Chugh alleged.

A local court convicted the father-son duo under Section 323 (Punishment for voluntarily causing hurt) and fined them Rs 500 each.u00a0

However, they moved the High Court in appeal against the judgement. The Court quashed the FIR on February 28, 2008 and ordered an inquiry against three cops - Inspector Ashok Kumar and Sub-Inspectors Sandeep Sharma and Sunil Jain -attached to the Kotla Mubarakpur police station. for falsely implicating them.u00a0u00a0
After probing the case for two years, the Lieutenant Governor's office wrote to the Delhi Police Commissioner on January 4, 2010 to register an FIR against the cops.u00a0

done," Chugh said.u00a0u00a0Peeved with the alleged inaction of the police, Chugh had also filed an RTI plea with the Delhi police seeking information on the progress of the case. "They said this is a very sensitive matter and the local police are under severe work pressure," the businessman claimed.
While the LG's office refused to comment on the matter, senior police officials only said that a probe is on.
