Opposition hopes for Governor's support against Alliance University Bill

Opposition members plan to move the governor against the Alliance University Bill that was passed hurriedly amidst the din in the Legislative Council, last week.

While the bill paves way for the establishment of the first private university in the state, it has already created a flutter in political circles thanks to the alleged frauds committed by the company bagging the permission and the surprising hurry shown by the ruling party to push the bill through.






"The way the bill was passed gives rise to suspicions that the ruling party is conniving with the interested parties. We will bring this to the notice of the governor, while explaining him how unsound the bill is."

She added that she would meet members from JD (S) before chalking out plans to protest against the bill. "Our delegation will meet the governor before the bill reaches his table for assent," Motamma added.

The government is expected to dispatch the bill, which has been passed by the Legislative Assembly and the Council, to the Raj Bhavan in a day or two.

When the bill was tabled in the council, after it was passed in the Assembly in March, the opposition members had pointed out that there were no governing rules for private universities.

The house agreed to constitute a select committee to formulate rules for the policy before passing the bill.

However, the bill was brought to the house, when the opposition was busy creating an uproar and demanding a CBI enquiry into illegal mining.

Higher Education Minister Aravinda Limbavali passed a resolution unilaterally to drop the announced plans to constitute a select committee.

"The passing of the bill was not in the agenda on the day. There was no scope for debate on the issue," said Sudarshan, a council member from the Congress and former chairman of the council.

"I think the ruling party took advantage of the situation to pass the bill without a debate. We are going to have a private university even before the laws to govern it are in place."

MC Naniah, JD (S) floor leader in the council, said he had already spoke to Governor H R Bharadwaj on the issue, when Deve Gowda took a delegation of the JD (S) against the Cow Slaughter Bill, last week.

"I explained the possible irregularities committed by the ministry and impropriety in passing the bill.

The governor said he would look into it when the bill came to him. I hope he'll send it back, as nothing is convincing about the bill."
