Delhi L-G has returned the file on the issue twice to the city government, citing his disapproval
There's no love lost between Delhi Chief Minister Sheila Dikshit and Lieutenant Governor Tejendra Khanna. Their recent spat is on the issue pertaining to revision of property circle rates in the Capital. While Khanna proposed a major hike in the circle rates for properties falling under the top three categories listed, the Delhi government has set a different tariff for the circle rates. 
Sources said that Khanna is now virtually attempting to exercise the statutory power vested in him considering that Raj Bhawan is the supreme authority. Dikshit, meanwhile, had reportedly sent a message that the Delhi cabinet is the final authority on matters related to the city government.
With Dikshit returning from Tokyo on Thursday, the matter is expected to escalate. In fact, the L-G has sent back the file on circle rates to the government citing a clause in the Indian Stamp Act and the subsequent Indian Stamp (Delhi Amendment) Act that suggests that the right to determine the stamp duty rests with him.

| Delhi government uses the circle rate as a uniform measure to calculate the property value on which stamp duty and registration fee are charged. After the hike last month, the new circle rates were to range from Rs 13,800 per square metre to Rs 86,000 per square metre. But, Delhi LG suggested circle rates for top-end categories - Category A and Category B should be increased thrice instead of twice as decided by the government. |
