Union Minister Kiren Rijiju on Wednesday asserted that a discussion on the Special Intensive Revision (SIR) exercise in Bihar cannot take place in the Lok Sabha as the matter is pending before the Supreme Court and rules do not allow issues pending adjudication to be discussed on the floor of the House.
Rijiju, who is the Union Parliamentary Affairs Minister, said, that “the rules of the Lok Sabha do not allow sub-judice matters to be discussed on the floor of the House.” He also pointed out that functioning of autonomous institutions such as the Election Commission cannot be discussed in Parliament and urged members to participate in the debate during passage of key legislations.

The Opposition has proposed allowing a discussion on “electoral reforms” as a “middle path” to end the deadlock in Parliament over the demand for a debate SIR, according to sources within the opposition parties. The government has not yet responded to the proposal.
Congress chief Mallikarjun Kharge said that the INDIA bloc parties are united in demanding a discussion as it is important to protect the voting rights of all Indians. “INDIA bloc parties want discussion in Parliament on special intensive revision of (SIR) electoral rolls in Bihar but the government is unwilling,” the Congress president said.
“We want to have an opportunity to discuss it. There are problems with the voters' list, and they are indulging in vote theft. They are doing it undemocratically... They are in a way trying to cast doubt on the citizenship of individuals,” he said. TMC leader Sagarika Ghose said they will continue protests inside and outside Parliament over the SIR issue, and also raise concerns over “attacks” on Bengali-speaking people in BJP ruled states. She said a march will be taken out to the EC office on August 11 by the INDIA bloc parties.
