The Congress on Friday alleged that Prime Minister Narendra Modi, who made tall claims prior to the Lok Sabha polls, has presented two gifts Non-Returning Indian (NRI) Lalit Modi and Non-Repaying Indian (NRI) Vijay Mallya to the nation.
