The first cutoff for B. Com (honours) at the Shri Ram College of Commerce released on Tuesday reached an unbelievable 100 per cent for non-commerce aspirants.
Sibal called this unfortunate and said he was saddened as it came at a time when the government was trying to simplify the admission process.

"This morning, when I got the news that the cutoff list in one college is 100 percent, I felt sad.

I am informed by DU's vice-chancellor that only one student in this entire list has 100 percent marks in science stream and he may never take commerce.
The idea is to exclude everybody who is from science stream and not to allow them an opportunity (to study commerce)," he said.
He added that such restrictive cutoffs demoralise students and parents and should be avoided.
The minister said he requested the concerned college and the DU vice-chancellor to look into the issue. "I request the Delhi University vice-chancellor to take note of it," he said.
He questioned the wisdom of this decision as it denied admission to students who scored even as high as 99 per cent.

Criticising the SRCC move, Sibal questioned why a student who scores 99 per cent in science is not good enough to study commerce.
Responding to Kapil Sibal's appeal, vice-chancellor Prof Dinesh Singh said the cutoff will come down in subsequent lists.
He said, "100 percent cutoff is unfortunate. The first list is always cautious. The cutoffs will come down in the subsequent lists."
The Other Side
The principal of SRCC, New Delhi, PC Jain, has justified the 100 per cent cutoff for non-commerce students and said the college is following the established practice. "100 percent cutoff is justified. The college has been following the practice for many years," he said.
