The French first lady was not asked if she wanted to feature in the new 2011 edition, as biographers said she had ignored a similar request last year.
The former supermodel's name was conspicuously absent from the 1,000 or so French people added to this year's line-up. Election criteria for new entrants included "notoriety, honourableness, merit and talent".
The 43-year old Bruni has kept a low profile since the release of two recent unflattering biographies charting her modelling career, male rock star conquests and obsession with plastic surgery.
Bruni-Sarkozy was initially seen as having a calming influence on her husband but Elysee aides were recently quoted as having vetoed her pursuing her pop singing career for fear she would come across as a modern-day Marie Antoinette.
