Senior Maharashtra Congress leader and former Union minister Prithviraj Chavan on Monday demanded the resignation of Civil Aviation Minister K. Rammohan Naidu over the ongoing crisis at IndiGo, which has led to severe flight disruptions across the country over the past week, reported the PTI. Speaking to reporters, Prithviraj Chavan described the situation at IndiGo as "unfortunate and shocking" and alleged that it resulted from regulatory failures and "collusion" between the government and private airlines. He argued that the aviation sector must not be allowed to fall entirely into private hands and urged the Centre to start a national airline of its own. Chavan called for the resignation of Naidu, the suspension of IndiGo’s CEO, and the dismissal of DGCA officials responsible for oversight lapses. "Monopoly in the aviation sector is dangerous for the country," he said, stressing the need for stronger checks and balances, according to the PTI. He reiterated his long-standing demand for the implementation of the Civil Aviation Authority, a regulatory body proposed during the UPA regime (2004–14), when he served as a minister. Chavan further said that strengthening oversight is crucial to avoid such crises in the future. The former Maharashtra Chief Minister also asked the government to set up a Rs 1,000-crore special compensation fund to support passengers who faced financial losses due to expensive air tickets and widespread cancellations caused by the IndiGo crisis. Meanwhile, aviation safety regulator, the DGCA, said on Monday that it has received IndiGo’s response to the show-cause notice issued over the large-scale flight cancellations and will take enforcement action after reviewing it, reported the PTI. The regulator stated that IndiGo was “profusely apologetic” and expressed deep regret over the inconvenience and hardship caused to passengers due to the widespread disruptions. The DGCA said it is examining IndiGo’s reply, and appropriate enforcement measures will be taken in due course. On Saturday, the regulator had issued show-cause notices to IndiGo CEO Pieter Elbers and Accountable Manager Isidro Porqueras, asking them to explain within 24 hours the reasons behind the severe flight disruptions. IndiGo later sought more time, and the deadline was extended to Monday, 6 pm, as per the PTI. According to the DGCA, IndiGo submitted its responses -- signed by both the Chief Executive Officer and the Chief Operating Officer --on December 8 at 18:01 hours. In its reply, IndiGo said the disruptions were caused by a combination of factors, including minor technical issues, schedule adjustments for the winter season, adverse weather, congestion in the aviation network, and the implementation of the updated crew rostering rules (Flight Duty Time Limitation Phase II). These factors, it said, overlapped to varying degrees, according to the PTI. IndiGo also noted that, given the scale and complexity of its operations, it is “not realistically possible” to identify a single exact cause at this stage. The airline further pointed out that the DGCA’s own manual allows a 15-day response period for show-cause notices, suggesting it needs more time to carry out a thorough root cause analysis, the news agency reported. Over the past week, IndiGo cancelled more than 2,100 flights, affecting the smooth movement of passengers and cargo, and creating chaos at airports across the country. “Images of stranded passengers at airports project a poor image of the economy, which is otherwise celebrating strong growth. The disruption affects not just travellers but also the tourism and hospitality sectors, which rely on smooth connectivity,” said Dr. Vijay Kalantri, Chairman of WTC Mumbai and President of AIAI. Kalantri stated that the lack of competition in India’s aviation market, noting that IndiGo dominates the sector, leaving other airlines to compete for the remaining market share. He recalled past examples, such as Deccan Airways merging into Air Sahara, later acquired by Jet Airways, which eventually collapsed due to similar operational challenges. “The government should encourage competition, use data-driven forecasting for passenger traffic, and plan for long-term stability rather than reacting at the last minute. Price caps and sudden rule changes have worsened the crisis, making travel even more expensive,” he added. Kalantri further said that there was a need for timely policy action, stronger regulatory oversight, and support for new entrants to protect passengers, tourism, and businesses in India’s third-largest aviation market.
08 December,2025 08:02 PM IST | Mumbai | A CorrespondentThe Maintenance and Welfare of Parents and Senior Citizens Act is intended to safeguard vulnerable persons and cannot be misused for summary eviction, the Bombay High Court (HC) ruled on Monday while quashing an eviction order against a 53-year-old man, news agency PTI reported. A bench comprising Justices RI Chagla and Farhan Dubash observed that an eviction order under the Act cannot be passed in the absence of a maintenance claim by the senior citizen. "The Act is a beneficial statute intended to safeguard the vulnerable (senior citizen), but it cannot be (mis)used by the senior citizen as a tool for summary eviction," the HC said, quashing an October order passed by a tribunal directing the man to vacate a bungalow owned by his 75-year-old father. The tribunal had issued the eviction order following an application filed by the senior citizen, a retired IAS officer, alleging mental pressure. The HC noted that the senior citizen had not made any allegations of harassment or torture against his son. The son approached the HC challenging the eviction order. He told the court that his father had allowed him to occupy the premises out of love and affection, but he, being unemployed for several years, had started using it for commercial purposes. The father opposed the plea, asserting that he was not seeking any financial assistance from his son, PTI reported. The HC highlighted that the senior citizen lives in a separate apartment with his wife (the petitioner’s stepmother) and has never resided in the bungalow where his son was living. The court also referred to a 2013 agreement, under which the petitioner was permitted to reside in the bungalow and conduct business there indefinitely, without paying any money to his father. The bench noted that the petitioner was incurring expenses for the premises, including maintenance, property and water taxes, and electricity. The HC observed that the senior citizen’s application appeared to be a counterblast to a partition suit filed by the petitioner. "In fact, the senior citizen is financially well-to-do and owns several other immovable properties, both residential and commercial. If evicted, the petitioner would not have any other roof over his head," the court said. (With PTI inputs)

In a letter to Municipal Commissioner Saurabh Rao on Monday, Narayan Pawar highlighted the need to inspect schools, colleges, hotels, clubs, malls, hospitals, IT parks, and government offices. He noted that many bars and clubs operate in older or converted buildings, while crowded malls often have shops in unauthorised or open spaces. Narayan Pawar also raised concerns about encroachments blocking fire brigade access and urged strict and immediate action against any clubs, hotels, or hospitals operating without a valid fire NOC (No-Objection Certificate), according to the PTI. The BJP leader’s move comes as authorities across India review safety protocols following the Goa nightclub disaster, emphasising the importance of preventive measures to protect citizens. Meanwhile, the Goa government on Monday announced the formation of a four-member magisterial inquiry committee to investigate the facts and circumstances surrounding the massive fire that engulfed a nightclub, resulting in the death of 25 people, as per the PTI. Officials stated that fireworks are suspected to be the primary cause of the blaze, which took place at 'Birch by Romeo Lane', a popular party venue located in Arpora village, approximately 25 kilometres from Panaji. The tragedy claimed the lives of 20 nightclub employees and five tourists late on Saturday night. The inquiry committee was constituted through an order issued by Under Secretary (Home) Manthan Manoj Naik, with North Goa District Collector Ankit Yadav appointed as chairperson. The other members include South Goa Superintendent of Police Tikam Singh Verma, Director of Forensic Sciences Ashutosh Apte, and Rajendra Halarnkar, Deputy Director of Fire and Emergency Services, the news agency reported. According to the order, the committee will examine the sequence of events leading up to the fire, verify the compliance of all statutory licences, and identify any lapses. It will also determine accountability of the agencies or departments responsible and recommend preventive and corrective measures to avoid similar incidents in the future. The committee has the authority to call for records, documents, and other evidence from relevant departments and is empowered to summon individuals concerned as part of the investigation. The police have already arrested several key personnel linked to the nightclub, including chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania, and gate manager Riyanshu Thakur. Package I includes two eight-lane tunnels of 1.75 km and 8.92 km. Package II consists of two major viaducts -- 850 metres and 650 metres long -- plus widening of a 5.86 km stretch of the expressway and over 10 km of approach and slip roads. In June 2022, the Shiv Sena split following a rebellion led by Shinde, resulting in the collapse of the then Uddhav Thackeray-led Maha Vikas Aghadi Government. In January 2024, Assembly Speaker Rahul Narwekar held that the Shinde-led faction was the "real" Shiv Sena, which is a constituent of the ruling Mahayuti in the state along with the BJP and Deputy CM Ajit Pawar's NCP. Thackeray, without naming the Shinde-led Shiv Sena, has now claimed, "There is one party and two factions on the treasury side. Twenty-two MLAs from one faction have grown close to the CM. They have good funds, and they have started dancing to the tune of the CM." While talking to the media in the Vidhan Bhawan premises, he further claimed that these 22 MLAs are "ready to switch (sides)". While hinting at Industries Minister Uday Samant, Thackeray also said that one of these 22 legislators calls himself the "vice-captain". Earlier, the Shiv Sena (UBT) had claimed that Samant could be the third deputy CM of the state, along with Shinde and Ajit Pawar. On the issue of inaction over appointing leaders of the opposition (LoPs) in both the Houses of the state legislature, Thackeray asked why the government is afraid of LoPs. Sena (UBT) leader Bhaskar Jadhav has been nominated by his party, the largest opposition outfit in the lower house with 20 MLAs, for the post of LoP in the legislative assembly, but no decision has been taken on the cabinet-rank appointment by the speaker. Earlier, Jadhav had also written to the state legislature seeking to know if there is any rule mandating that an opposition party should have 10 per cent of the total strength of the assembly (29 out of 288 seats) to stake a claim to the LoP post. Following the opposition's rout in the state assembly polls last year, no party could win 10 per cent of the total 288 seats. Furthermore, the tenure of former Shiv Sena (UBT) MLC Ambadas Danve, who was the LoP in the legislative council, ended in August. The Congress has nominated its MLC Satej Patil for appointment as the LoP in the Upper House. Also, the state legislative council chairperson, Ram Shinde, on Sunday said that his office has received a proposal for the appointment of a leader of the opposition, and a decision will be made after talks with stakeholders. Provide good service to passengers all 365 days," Transport Minister and Maharashtra State Road Transport Corporation (MSRTC) Corporation Chairman Pratap Sarnaik told the ST administration during his surprise visit to the Ganeshpeth Bus Stand in Maharashtra's Nagpur. An official statement said that after the first day of the Winter Session was adjourned, Sarnaik inspected several key sections of the bus station, including the toilets, canteen, enquiry counter, waiting rooms, and rest rooms for drivers and conductors. He also spoke with drivers and conductors to understand their problems. They thanked the minister for improvements like hot-water availability and other upgraded facilities, it said. Sarnaik also interacted with NCC cadets and passengers waiting for buses, and reviewed their suggestions. He also checked the Hirkani Room, a special rest area for women, particularly new mothers. He instructed officials not to maintain the Hirkani Room only as a formality but to keep it clean and updated round the clock with women staff available at the premises. The statement said that some of the key findings during Sarnaik's inspections on Monday included -- toilet cleanliness was found to be satisfactory and as compared to other ST bus stands, about 90 per cent of the facilities at the Nagpur stand are in good condition. However, the canteen was found in a highly unclean and foul-smelling state. The minister ordered strict action and asked the Municipal Corporation to cancel the canteen’s licence. Sarnaik noted that the improvements seen at the Ganeshpeth bus stand show that the MSRTC administration has become alert after his unexpected inspections at Solapur and Dharashiv. He stated that positive changes at bus stands should not be temporary or for show, but must be available to passengers throughout the year. Sarnaik added that the newly launched Student Helpline has helped solve many complaints quickly, but further work is needed to ensure a system where complaints do not arise at all. Pratap Sarnaik said that he will continue to take a strict stand to improve cleanliness, facilities and transparency in MSRTC services in the future.

Maharashtra Opposition parties have been demanding the LoP post in both the Assembly and the Council. However, none of them meet the key requirement of holding 10 per cent of the 288 Assembly seats, which is necessary to claim the position. After the Opposition’s poor performance in last year’s state polls, no party reached this threshold. Aaditya Thackeray said that the Maharashtra government was "running in fear" and trying to silence Opposition voices. "The government is so scared that it does not even want to see a Leader of Opposition. People are noticing this fear. Despite getting such a huge majority with the blessings of the Election Commission, if the government still fears the Opposition, what more can one say?" he said, according to the PTI. He added that the government did not want any topics discussed in the House and did not wish to grant anyone the rights associated with the LoP post, as the Winter Session began in Nagpur. On Sunday, Chief Minister Devendra Fadnavis clarified that the decision to appoint the LoP in both Houses lies entirely with their respective presiding officers, and not with the state government. Aaditya Thackeray also targeted BJP leaders for arriving in Nagpur in private jets, at a time when ordinary passengers were facing major trouble due to large-scale IndiGo flight cancellations across the country. "Are these leaders paying from their own pockets for private jets, or is it taxpayers’ money?" he asked, as per the PTI. Commenting on the ongoing discussion about ‘Vande Mataram’ in Parliament, Thackeray accused the BJP of using national symbols like Vande Mataram, Jai Hind and even Hindutva for election campaigns, only to later impose restrictions. "If you look at this year’s Rajya Sabha handbook, they have restricted the use of ‘Jai Hind’ and ‘Vande Mataram’ in the House," he claimed, the news agency reported. 08 December,2025 04:29 PM IST | Mumbai | mid-day online correspondentThe Maharashtra government on Monday presented Supplementary Demands for Grants totalling Rs 75,286.38 crore in the third (Winter) session of the Legislature for December 2025. These include Rs 27,167.49 crore earmarked for mandatory expenditure, Rs 38,059.26 crore under programme-related spending, and Rs 10,059.63 crore linked to centrally sponsored schemes, for which financial support from the Union government is expected. Despite the gross amount, the actual net burden on the state exchequer stands at Rs 64,605.47 crore. A significant portion of the allocations focuses on support for farmers and disaster relief. The government has set aside Rs 15,648 crore for compensation to farmers affected by excessive rainfall and for contributions to the State Disaster Response Fund. Another Rs 9,250 crore has been proposed to subsidise electricity tariffs for agricultural pumps, power looms and forest-based industries, along with incentives provided under various schemes, including the Pradhan Mantri Kusum Component-B. A major allocation of Rs 6,103.20 crore has been proposed under the Mukhyamantri Ladki Bahin Yojana, aimed at providing benefits to women across general, Scheduled Caste and Scheduled Tribe categories. In addition, the state expects to receive Rs 4,439.74 crore from the Centre as a 50-year interest-free loan under its Special Assistance Scheme for capital investment. Rural and urban development programmes also feature prominently in the supplementary demands. The government has allocated Rs 3,500 crore towards the state and central share of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), and Rs 2,200 crore as special grants to municipal corporations and urban local bodies to strengthen basic civic amenities. Another Rs 3,000 crore has been set aside for planning and implementing works related to the upcoming Singhstha Kumbh Mela. Transport and public health sectors have also received notable provisions. The Transport Department will receive Rs 2,008.16 crore for various administrative expenses and for special financial support to the Maharashtra State Road Transport Corporation (MSRTC). Under AMRUT 2.0 and Swachh Maharashtra Mission (Urban) 2.0, the state has provisioned Rs 2,500 crore, covering both state and central contributions. Health-related schemes, including the National Rural Health Mission and Ayushman Bharat components, together account for over Rs 5,000 crore in allocations. Funds have also been set aside for essential welfare and educational programmes. This includes Rs 1,615.35 crore for scholarships for students from Other Backward Classes and Special Backward Classes, Rs 300 crore for the Sanjay Gandhi Niradhar Pension Scheme, and Rs 465 crore for schemes run by SARTHI, BARTI, MahaJyoti and other institutions supporting marginalised communities. Housing schemes such as the Pradhan Mantri Awas Yojana (Rural), the Yashwantrao Chavan Mukta Vasti scheme and the Punyashlok Ahilyadevi Holkar Housing Scheme have received Rs 645 crore. Additionally, the state plans to borrow Rs 260.64 crore from NABARD to fund irrigation development corporations for enhancing distribution systems in completed irrigation projects. A provision of Rs 2,500 crore has also been made for refunding stamp duty surcharges to municipal corporations and metro rail bodies.

According to the Bill, a new section, 30A, will be inserted for the appointment of tenure trustees and perpetual trustees where the instrument of trusts does not contain any specific provision, as reported by news agency IANS. The existing definition of “trustee” contained in Section 2(18) of the said Bill was proposed to be amended with the purpose of specifying the types of trustees based upon their period of appointment: Tenure trustees and perpetual trustees therein. According to the bill, the Maharashtra Public Trusts Act was enacted to regulate and make provisions for the administration of public, religious and charitable trusts in the state. The bill stated, “It was noticed that in various instruments of trusts there was no clarity about the appointment of perpetual or permanent trustees and their tenure, which led to multiple litigations before the Charity Commissioner and the court. This affected the working of the trusts, the welfare of beneficiaries and the public,” as cited by news agency IANS. The Bill further mandates that the number of 'perpetual trustees' (those appointed for life) in any public trust cannot exceed 25 per cent of the total strength of the Board of Trustees. If the trust deed does not specify a term for the appointment of a trustee, they will now be considered a tenure trustee, usually for a period of up to five years. The Bill also proposes an amendment to subsection (6) of Section 18 of the Act whereby an application for registration of trusts must be accompanied by a copy of the document showing ownership or interest in the immovable property of the trusts. This would prevent any false claim being made over any property as the trust property while registering the trust. The Bill has proposed an amendment that would enhance the penalty for breaking some of the Act's provisions, including those pertaining to the unapproved sale or leasing of real estate and the failure to reserve hospital beds for patients who are impoverished. During the registration process, it became necessary to provide evidence of ownership or interest in any real estate classified under a public trust. The Bill allows public trusts, such as large temples and charities, to invest up to 50 per cent of their total corpus in certain market-linked securities without the Charity Commissioner's case-by-case permission. The 1,000 mm diameter pipeline, which carries water from the Pise Weir to the Temghar Water Treatment Plant, was damaged near Kalyan Phata on the morning of December 6 during work undertaken by Mahanagar Gas Limited. According to the TMC’s Water Supply Department, repair work has been ongoing for the past two days, but the pipeline, being old and built using prestressed concrete technology, requires additional time for restoration. With repairs expected to take three more days, the water supply to Thane has been reduced significantly. To manage the limited supply, the corporation will implement zonal water distribution until December 11, 2025. During this period, residents will experience reduced and irregular water supply across several parts of the city. The Water Supply Department has appealed to citizens to use water judiciously and cooperate with the municipal authorities until normal supply is restored. Eight-hour water cut in M East, M West as BMC repairs pipeline Earlier, the Brihanmumbai Municipal Corporation (BMC) carried out urgent repair work on a key 1,200 mm water pipeline supplying the Turbhe Low-Level Reservoir on Sunday, resulting in an eight-hour water shutdown across several areas in the M East and M West wards. In a statement issued on Saturday, the BMC’s Public Relations Department said the repair operation will take place on December 7 between 11 am and 7 pm. The intervention has been deemed essential after the civic body detected a leakage in the main pipeline, which plays a critical role in maintaining a steady water supply to large parts of eastern Mumbai. The shutdown will affect multiple residential, industrial and institutional clusters across both wards. M East Ward (Ward Nos. 146, 147, 148): Residents and establishments in the refinery outlet region—including HPCL, Varun Beverages Ltd., BARC, HPCL Colony, BPCL Supply, Gavanpada, RCF Colony, Old Bharat Nagar, Hashu Advani Nagar, New Bharat Nagar, Rockline Buildings, J-plot Buildings, Sahyadri Nagar, Om-Ganesh Nagar, Rahul Nagar and Ashok Nagar—will face a complete halt in water supply throughout the repair window.
