New parking norms a boon for vehicle owners

New parking norms a boon for vehicle owners

Parking woes have become synonymous with Pune. However, those who have vehicles, and those who are planning to buy new ones, have a reason to rejoice. The Pune Municipal Corporation’s (PMC) suggestion for additional parking spaces for public, private and residential establishments has been accepted by the state Urban Development Department. The PMC had given a formal nod to the parking norms under the Development Control Rules submitted by the civic body to the state government in 2005.

Confirming the information, Vivek Kharwadkar, Additional City Engineer, PMC, said, “The parking norms are getting approved under section 37 (1AA) of the Maharashtra Regional and Town Planning Act of 1966. We had sent them the new norms in 2005 as per the projected population of the city in the next 20 years. According to the norms, a minimum 5 per cent to 20 per cent additional space will be granted to new buildings and structures constructed after 2009.”


“The new parking norms will be for the citizens who visit housing societies, lodging, hotels, hospitals, marriage halls, community clubs, schools, colleges, coaching classes, government and semi-government offices, shops, offices and various industries,” said Rajendra Raut, Executive Engineer, PMC. “This will automatically reduce the parking pressure. The norms will also benefit builders and developers as floor reserved for parking will not be included in the height of a new building.”

Welcoming the decision, Neelesh Nikam, former PMC Standing Committee Chairman, said, “The vehicle parking pressure can be automatically reduced by a substantial extent. Earlier, for a multiplex, the ratio was five cars per 40 seats. Now, it will be ten cars for the same number of seats. Similarly, it was three cars for 800 sq feet. Now, it will be five cars for the same space. Parking spaces will also be made compulsory for all coaching classes.”

“This is certainly good news,” said Vishwas Pandhare, DCP (Traffic). “However, I have not received any such details yet. Pressure on city roads will get condensed if these rules are enforced. Presently, over 35 lakh vehicles ply on the city streets. These norms will provide some breathing space.”

Hemant Naiknavare, Vice-President, Confederation of Real Estate Developer’s Associations of India, Pune, said, “The new parking norms will benefit double the existing and upcoming construction projects in the city. This will certainly help citizens and builders. Fortunately, the PMC had started enforcing these norms two years ago in anticipation of the clearance.”

>> Each off-street parking space provided for motor vehicles shall not be less than 2.50 metres X 5 metres in area. For two-wheelers, the area should not be less than 3 sq metres
>>u00a0If open parking is not feasible, mechanical or hydraulic parking may be allowed at a different level with the satisfaction of all technical norms
>>u00a0Podium parking may be allowed for plots having area over 2,000 sq metres
>>u00a0A building with independent parking shall be allowed 50% marginal distances subject to minimum of 3 metres. The building shall be free of coverage and FSI calculations; no premiums shall be charged on the same
>>u00a0If some floors are shown as entirely parking floors, then the height of that floor should be deducted from height of the buildingu00a0
