Tie-up with India's foremost cyber law firm targets one of the biggest gaps in the country's cyber defence market

63SATS Cybertech Limited, a subsidiary of Mumbai-based 63 moons technologies and one of India's fastest-growing cybersecurity companies, has announced a strategic legal partnership with Pavan Duggal Associates (PDA), the country's most prominent cyber law firm.

Under the alliance, PDA, led by Dr. Pavan Duggal, an Advocate at the Supreme Court of India, will serve as the exclusive legal partner to 63SATS across its entire range of services. The engagement covers legal readiness, Digital Personal Data Protection (DPDP) Act compliance, cybercrime prosecution and cybersecurity advisory, and extends to both enterprise and consumer clients.

The two firms have described the tie-up as an industry-first capability in India. Together, they will offer clients end-to-end protection across the full cyber risk lifecycle: prevention, detection, response, regulatory compliance, legal defence and recovery. Until now, Indian companies dealing with cyberattacks have typically had to engage one partner for incident response, another for regulatory compliance and a third for legal action. The partnership collapses those engagements into a single accountable delivery.

"Cybersecurity without legal readiness is incomplete defence. When a breach happens, when a regulator comes knocking, when a consumer is defrauded - our clients need more than technology. They need a partner who stands with them in the courtroom, in front of the regulator, and in the public domain. Dr. Pavan Duggal and his team are, without question, the finest cyber law practice in India. Together, we are building something India has never had before - a single, unified shield that protects enterprises, governments and consumers across the entire risk spectrum," said Neehar Pathare, Managing Director, CEO and CIO of 63SATS Cybertech.

The alliance comes at a time when Indian businesses are adjusting to the Digital Personal Data Protection Act, 2023, which sets out fresh obligations around how companies collect, store and process personal information of India's 1.4 billion consumers. A rise in AI-driven attacks and the organised growth of cybercrime networks have further blurred the boundary between technical security operations and legal remedy.

"The DPDP Act, the rise of AI-driven cyber threats and an increasingly aggressive cybercrime landscape have made it clear - the line between cybersecurity and cyber law has collapsed. Indian businesses and citizens need a partner who can operate on both sides of that line with equal authority. 63SATS has built exceptional technology depth across enterprise, government and consumer markets. Our partnership creates a benchmark for the industry - one that the country has long needed," said Dr. Duggal, Founder and Chairman of Pavan Duggal Associates.

The collaboration spans all three of 63SATS' business lines. Under CyberSecurity Force (CSF), the company's enterprise unit, PDA will provide legal advisory on managed security services, vulnerability assessment and penetration testing (VAPT), Red Team engagements, incident response, contractual risk and liability limitation, for Indian and global clients.

CyberDome, the government-facing arm, will receive specialised legal counsel on cyber policy, national security frameworks, law-enforcement coordination and public-sector cyber defence mandates. CYBX, the consumer business, operates the CYBX Super App, which 63SATS describes as India's first cybersecurity super app with integrated cyber insurance. The app recently crossed one million downloads on the Google Play Store. Through this partnership, users of the app will receive end-to-end cybercrime reporting and prosecution support.

Two horizontal practices extend across the three business lines. On DPDP compliance, the partners will deliver integrated legal interpretation, compliance strategy and technology implementation for organisations in fintech, healthcare, e-commerce, banking, financial services, insurance (BFSI) and critical infrastructure, addressing the Digital Personal Data Protection Act, 2023 and its associated rules. On artificial intelligence, intellectual property and emerging technologies, they will build legal frameworks for AI-driven cybersecurity, blockchain, digital assets and the intellectual property arising from 63SATS' proprietary IP portfolio.

63SATS Cybertech delivers AI-powered security operations centre (SOC) services, VAPT, Red Team engagements, DPDP compliance and virtual chief information security officer (vCISO) advisory to clients in BFSI, healthcare, fintech, manufacturing and government.

PDA, headquartered in New Delhi, is recognised globally as a top-tier cyber law practice by The Legal 500, Asia Pacific. Its practice areas include Cyber Law, Cyber Security Law, Cybercrime Law, DPDP and Data Protection, Intellectual Property, Artificial Intelligence Law and Emerging Technology Law. In addition to leading PDA, Dr. Duggal chairs the International Commission on Cyber Security Law and is President of Cyberlaw Asia. He has advised governments, Fortune 500 companies and international institutions, including the United Nations, the International Telecommunication Union and the Council of Europe.

For Indian businesses, the question of how to combine technology and legal counsel to manage cyber risk has been an open one for years. With this partnership, 63SATS and PDA have placed an early marker on what the answer could look like.
