I have been trying to ask someone out for a year now, but can't figure out how to do it without seeming a little desperate. I am considering sending an anonymous message, but that sounds creepy. Should I just go up to her and say hello?

Yes. You've waited for a year, and life does not always give you second chances. At the very least, you ought to find out whether or not this person will even consider going out with you. Anonymous messages solve nothing. If she wants to go out with you, she will. If she doesn't, it will allow you to move on.
