Two people have been arrested in connection with the collapse of a three-storey chawl in Mumbai's Mankhurd area, which claimed six lives, police said on Monday.

The building collapsed on Sunday night in Janta Nagar, Mandala, following heavy rainfall in the city.

According to police, a case has been registered at Mankhurd Police Station under provisions of the Bharatiya Nyaya Sanhita (BNS), including culpable homicide not amounting to murder, based on a complaint filed by 53-year-old Mohammad Mukhtar Abdul Ali Shaikh.

The FIR names the building owner, the contractor involved in the construction, the owner of a neighbouring hut, as well as other private individuals and government officials who allegedly facilitated or allowed the unauthorised construction.

No safety measures

According to the complaint, the building was constructed without the required permissions or safety measures. It also alleges that those responsible were aware the structure had become unsafe but failed to carry out repairs or take steps to protect residents, including those living in the adjoining hut that was struck when the building collapsed.

Police said the investigation is continuing to determine the circumstances that led to the tragedy and whether more people were involved.

Earlier in the day, Maharashtra Chief Minister Devendra Fadnavis announced an ex gratia payment of Rs 5 lakh to the families of each of the six victims.

Fadnavis, in a post on X, paid tribute to the victims and said the state government shared the grief of the bereaved families.

Six killed

The incident occurred at Chawl No 5 in Janta Nagar, behind Hanuman Mandir, in the Mandala locality at around 8.30 pm, officials said.

Police said the three-storey building collapsed onto the adjacent hut, resulting in the deaths of six people who were inside at the time of the incident.

Emergency teams carried out rescue operations after the collapse, while authorities began an investigation into the cause of the tragedy.

Probe continues

Mumbai Police have registered a case against the building owner, contractors associated with the construction, the owner of the adjoining hut, and other private individuals and government officials alleged to have knowingly facilitated or allowed the unauthorised construction.

The police official added that the investigation into the matter is still ongoing
