The Brihanmumbai Municipal Corporation (BMC) will launch its ‘Participate Mumbai' project on Tuesday, a one-stop digital platform connecting more than 450 civic projects and needs with companies, CSR organisations, NGOs, experts and citizens, and sign a comprehensive agreement with Samagra, an organisation working on governance and public service reforms.

The project and agreement will be launched in the presence of Maharashtra Chief Minister Devendra Fadnavis at 11 am at the BMC headquarters and civic general body hall. Deputy Chief Ministers Eknath Shinde and Sunetra Ajit Pawar are also expected to attend.

Through ‘Participate Mumbai', organisations and individuals will be able to contribute technology, expertise, skills, materials, equipment, services, volunteer participation and implementation support towards civic projects. The platform is intended to create a coordinated link between civic needs and the capabilities available with industries, CSR organisations, social organisations and citizens.

Platform to list 450-plus civic projects

The integrated platform will provide information on more than 450 civic projects and needs, allowing interested partners to identify initiatives based on their areas of interest, CSR objectives, technical capabilities, experience or available resources.

According to the BMC, the initiative has already brought together 27 CSR partners, 23 non-governmental organisations, 56 implementation partners and more than 500 volunteers.

BMC departments will list projects, civic needs and development opportunities on the platform. Participating organisations will also be able to propose their own innovative ideas, technology-based solutions, social initiatives or project concepts for Mumbai's civic development.

These proposals will be examined by the relevant BMC departments for technical and administrative feasibility and their relevance to civic needs before further action.

Several corporate organisations, including HUL, RPG, CMS and Narayana, have already proposed initiatives related to various civic needs. The proposals are being examined by the respective BMC departments.

The BMC has clarified that CSR funds will not be accepted or transferred directly to the civic body under ‘Participate Mumbai'. Instead, the initiative will encourage contributions in the form of materials, equipment, technology, services, expert knowledge, skills, infrastructure, project implementation support and volunteer participation.

The platform will create a digital repository of project opportunities across sectors including education, healthcare, gardens, environment, sanitation, solid waste management and civic infrastructure.

Samagra pact to improve civic services

The BMC will sign a memorandum of understanding with Samagra as part of administrative reforms aimed at making civic service delivery faster, easier, more transparent and effective for more than 1.3 crore citizens.

The reforms will cover complaint management, emergency response and the simplification of services for citizens and businesses. The civic body plans to reduce unnecessary documents, visits to civic offices, procedural steps and waiting periods, while making services available digitally wherever possible.

An integrated complaint management and emergency response system is being developed to make the process from complaint registration to resolution more effective. Coordination between various agencies during fires, floods, medical emergencies and other civic emergencies will also be strengthened.

Citizen-facing (G2C) and business-facing (G2B) services will be reviewed, with real-time dashboards enabling officials to monitor performance from the ward level to the civic leadership and take corrective measures where required.

The BMC said it will retain ownership of the processes, administrative responsibility and final decision-making authority under the arrangement with Samagra.

Reforms to be implemented in mission mode

The BMC said a structured change management process will support the reforms, covering changes in working methods, coordination between departments, clarity of responsibilities, use of technology and capacity building among civic officials and employees.

The initiative will be implemented in ‘mission mode', with a focus on concrete and measurable results in the short and medium term. Regular reviews, performance measurement and timely resolution of challenges will be used to maintain momentum.

Expected outcomes include faster grievance redressal, quicker emergency response, fewer documents and office visits, shorter waiting periods, streamlined digital services and greater transparency in civic performance.

The BMC said the long-term objective is to develop a culture of co-creation in which the civic body, government, industry, NGOs, experts and citizens work together to identify urban challenges and develop solutions.

Mumbai Mayor Ritu Tawde to attend event

Assembly Speaker and local legislator Rahul Narwekar, Skill Development, Employment, Entrepreneurship and Innovation Minister and Mumbai suburban district co-guardian minister Mangal Prabhat Lodha, and Information Technology and Cultural Affairs Minister and Mumbai suburban district guardian minister Ashish Shelar are also expected to attend.

Mumbai Mayor Ritu Tawde and Deputy Mayor Sanjay Ghadi will be present at the event, while legislator Amit Satam will attend as a special guest. Local Member of Parliament (MP) Arvind Sawant and legislators Sunil Shinde and Rajhans Singh are also expected to be present.
