Maharashtra announces Reform Utsav-2026 to streamline governance and digital services

The Maharashtra government will launch a three-month ‘Reform Utsav-2026' campaign from October 2 to gather citizens' suggestions on streamlining administrative, digital, and governance processes, officials said on Tuesday.

According to a government resolution issued by the General Administration Department, the initiative aims to turn citizens' suggestions into practical, effective reforms by identifying unnecessary procedures, compliance burdens and shortcomings in service delivery. The campaign is based on the concept note of the Centre's Department of Economic Affairs.

Three stages

The campaign will be conducted in three stages - Jan Manthan' (discover), ‘Vimarsh' (deliberate) and ‘Jan Samadhan' (deliver), and will cover government rules, procedures, service delivery systems, applications and registrations, certificates, licences and approvals, digital services, data sharing, decision-making processes and implementation of government schemes, the order said.

The government said the campaign will focus on reducing the time taken to obtain services, the number of documents required, visits to government offices and unnecessary levels of approval. It will also promote digital services, information exchange between government systems and the principle of citizens providing information only once, the order stated.

Suggestions on portal

Suggestions will be collected through the Reform Utsav portal and authorised help centres, with each suggestion digitally registered with a unique number. The process will culminate at midnight on October 31.

In the ‘Jan Manthan' phase from October 2 to 31, one meeting will be organised at the gram panchayat level, with similar programmes held in urban areas wherever necessary. The suggestions will be examined between October 10 and November 30 and classified as ‘quick wins', ‘medium-term reforms' or ‘structural reforms'.

Implementation

The government has prioritised implementation between October 10 and December 20.
