The indefinite strike by clerical staff at Regional Transport Offices (RTOs) across Maharashtra entered its second day, severely affecting a range of essential transport-related services and causing inconvenience to citizens, vehicle owners and transport operators.
With clerical employees continuing their agitation, several routine administrative functions have come to a standstill at RTO offices across the state.
Among the services affected by the strike are:
- New vehicle registration number allotment
- Transfer of vehicle ownership
- Hypothecation (HP) cancellation
- Driving licence renewal
- Permit renewal
- No Objection Certificate (NOC) issuance for inter-state vehicle transfers
- Document verification and other clerical procedures

RTO offices across Maharashtra reportedly wore a deserted look as routine administrative work remained largely suspended. Citizens visiting the offices for essential services were turned away or faced long delays due to the absence of clerical staff.
The strike has particularly impacted those requiring urgent documentation related to vehicle purchases, ownership transfers and licence renewals.
The transport sector is among the worst affected by the ongoing strike. Delays in permit processing, vehicle registrations, ownership transfers and NOC issuance have hampered fleet operations and business activities.
Industry stakeholders have warned that prolonged disruption could affect vehicle deployment schedules, logistics operations and statutory compliance requirements.
Bal Malkit Singh, Advisor and Former President of the All India Motor Transport Congress (AIMTC), expressed concern over the impact of the strike on transport operators and the general public.
He said the stoppage of essential RTO services has caused significant hardship for businesses and citizens alike. He urged the Maharashtra Government and employee representatives to resolve the dispute through dialogue at the earliest so that normal services can resume in the larger public interest.
As the strike continues without a breakthrough, thousands of pending applications and transactions remain stalled. Citizens and transport businesses are now awaiting discussions between the authorities and employee representatives to restore normal functioning of RTO offices across Maharashtra.
