Having run over a month-old puppy with his car, a man proclaimed in an argument with an animal lover that there is no law under which he could be booked for the death. His proclamation proved to be an act of hubris soon after, when the Mira Road police filed an FIR against him.

According to Namrata Denny Kotak, the animal lover who was taking care of the puppy before its death, one Sandeep Hukumcha-ndra Maheshwari ran over the animal, which was playing outside Vinay Hermitage building in Mira Road, on Friday afternoon.

"When I saw that Maheshwari had killed the puppy, I asked him to stop the car and a heated argument ensued. During the argument, he proclaimed that there was no law under which he could be charged for killing a stray dog. He asked me to do whatever I wanted. I went to the Mira Road police station the same day, but they refused to file an FIR," said Kotak.

Kotak then approached Salim Charania, president of PAWA India, an NGO. "When I reached the spot, I saw that the puppy's mother was crying and licking the puppy's body, as if trying to rouse it from the dead. The scene was heart-rending. I approached the Mira Road police and they finally registered the FIR on Saturday."

API Pravin Wagh from Mira Road police station said, "We have registered an FIR under Sections 428 (Mischief by killing or maiming animal of the value of ten rupees) and 279 (Rash driving) of the IPC, and under relevant sections of the Prevention of Cruelty to Animals Act. We are conducting an inquiry into the incident."
