In view of strengthening data-driven and sustainable urban administration, the Brihanmumbai Municipal Corporation (BMC) on Monday signed a Memorandum of Understanding (MoU) with the Indian Institute of Management (IIM) Mumbai to promote evidence-based urban governance, research collaboration, and capacity building.

The MoU was formally signed by BMC Commissioner Ashwini Bhide and IIM Mumbai Director Manoj Kumar Tiwari in the presence of senior civic and academic officials, including additional municipal commissioners, deputy commissioners, and administrative heads from both institutions.

Focus on research, data, and urban solutions

As per the MoU signed, IIM Mumbai will conduct specialised studies in management, data analytics, public policy, municipal finance, and infrastructure planning. The collaboration aims to integrate academic expertise with civic administration to improve efficiency and decision-making in one of India's largest urban centres.

The officials, while briefing about the MoU, noted that the partnership will support the development of strategic policy recommendations and comprehensive reports to address Mumbai's complex urban challenges.

Digital and paperless governance

A key objective of the MoU is to accelerate the adoption of paperless systems and digital workflows within the civic administration. Furthermore, the initiative is expected to enhance transparency, efficiency, and service delivery across municipal departments.

Capacity building and training for officials

The collaboration will also focus on structured training programs for municipal officials. These will include urban management, geospatial planning aligned with the PM Gati Shakti National Master Plan, public-private partnership (PPP) governance, risk management, procurement systems, and contract administration.

Improving core civic services such as solid waste management, water supply, healthcare, and citizen-centric service delivery will also be a priority.

Joint projects on climate and sustainability

The MoU between IIM Mumbai and BMC includes joint initiatives on flood management, climate change adaptation, carbon emission reduction, environmental sustainability, and circular economy practices. Students from IIM Mumbai will also be engaged through internships, field visits, and hands-on urban governance projects.

The official statement from the BMC also highlighted that, as part of the long-term vision, a proposal has been introduced to establish the "BMC-IIM Mumbai Urban Innovation Centre of Excellence." The proposed centre will focus on developing and testing innovative solutions in urban mobility, waste management, water systems, and digital governance.

Joint Committee to oversee operations

To ensure effective implementation, a Joint Committee co-chaired by the BMC Commissioner and the Director of IIM Mumbai will be formed. The committee will identify priority projects, oversee execution, and conduct quarterly progress reviews.

Speaking about the MoU, BMC Commissioner Ashwini Bhide said that the partnership would serve as a benchmark for collaboration between academic institutions and urban local bodies, helping develop sustainable solutions tailored to Mumbai's evolving needs.

Furthermore, IIM Mumbai Director Manoj Kumar Tiwari said that the MoU is "a powerful confluence of academic excellence and civic leadership," highlighting its potential to transform urban governance through research-backed innovation.

The initiative marks a major step toward building a modern, data-driven, and sustainable governance model for Mumbai.
