Deputy director of Forensic Science Laboratory T A Kumari has been taking home a fat salary without doing any work

A deputy director at FSL is shirking work and violating rules, according to a report submitted by director B M Mohan.

Mohan has submitted a detailed report to director-general of police Dr Ajai Kumar Singh, seeking action against
T A Kumari. The report was submitted in March this year, but she's still going strong.

Among other things, the report accuses Kumari of violating service rules by going abroad without informing the department, misusing her travel allowances (TA), fudging bills and taking home a salary for the past 13 years without doing any work related to forensic science.

Service rules state that any government officer should get prior permission to go abroad, even if it is a private visit. But Kumari allegedly visited Japan in 1990 without obtaining permission. She was issued a memo but the authorities reportedly took a lenient view and she was let off with a warning.

The report alleges that Kumari repeated the violation by visiting Singapore in March 2000. What's more, while in Singapore, she faxed a letter to the Forensic Science Laboratory seeking extension of her leave, the report said.

Travel allowance

The report also says Kumari fudged bills to claim travel money. In one instance, verification by the department revealed that the journey for which she had claimed an allowance never took place.

The report further said that Kumari not only leaked classified information to the media but also repeatedly tried to de-motivate FSL staff and often disrupted the working atmosphere. This is being done with the help of former director of Tamil Nadu FSL, Dr P Chandrashekharan who also needed to be warned, the report alleged.

No work, no pay

Interestingly, the report alleges that Kumari has not been doing any departmental work for the last one decade, while taking home a salary ofu00a0u00a0 Rs 34,000. But neither the department nor the government has initiated any action. The report suggested invoking "no pay for no work" under the relevant provision of the rules and recovering the salary that has already been paid to her in this period.

Confirmation

Director general and inspector general of police, Dr Ajai Kumar Singh, confirmed that the report had indeed been sent to the authorities. "It was placed before the headquarters much before I took over as state head," he said, adding that he would look into the report.

He's not my boss'
Dr T A Kumari refused to comment on the issue. "It is an official matter, let the seniors take care of it," she said.

Questioning Dr B M Mohan's move to file a report against her, she said she did not work for the director anymore, and reported directly to the additional director-general of police (crime and technical services) who is overall incharge of FSL.
