In a bid to transform Mumbai into a slum-free city, Maharashtra Deputy Chief Minister (CM) Eknath Shinde on Monday announced the Hinduhrudaysamrat Balasaheb Thackeray Urban Public Welfare Campaign. The initiative aims to fast-track slum redevelopment while deploying the advanced NETRAM (Network for Encroachment Tracking and Reporting for Mumbai) system to prevent fresh illegal encroachments, news agency IANS reported. Shinde said the campaign, launched during the birth centenary year of Balasaheb Thackeray, is a tribute to the late leader’s vision for Mumbai. The government’s move is expected to give a major push to redevelopment efforts and enable residents to shift to safer, well-equipped housing. “We are committed to realising Balasaheb Thackeray’s dream of a slum-free Mumbai through this mission,” he said. The campaign will prioritise slum clusters spread over more than 50 acres where at least 51 per cent of the area is occupied by slums. The Slum Rehabilitation Authority (SRA) will implement cluster redevelopment projects across large parcels of private, government, and semi-government land. Biometric mapping, 300 sq ft homes, and NETRAM monitoring to drive redevelopment Authorities will carry out detailed mapping and biometric verification of all slum dwellers. Memorandums of Understanding will be signed with agencies such as the Brihanmumbai Municipal Corporation (BMC), Mumbai Metropolitan Region Development Authority (MMRDA), and MAHAPREIT to streamline execution. In a significant relief measure, the government has increased the minimum size of rehabilitation homes. All eligible residents will now be entitled to 300 sq ft flats, and older projects will be upgraded to meet the revised standard. To prevent the emergence of new slums, the government will roll out the NETRAM system. It will use satellite data, GIS mapping, and digital tools to monitor land across the city. High-resolution satellite images will be analysed every four months to detect new structures, and encroachment data will be shared with authorities through the BISAG-N portal for immediate action, including demolition. The SRA has set up a dedicated implementation cell, while the BMC, Maharashtra Housing and Area Development Authority (MHADA), and district collector offices have been directed to establish similar units. As per an official statement, the blocks will be undertaken over three consecutive nights from March 31 to April 3 between 12.30 am and 4.30 am. The block will be implemented on the stretch between Byculla Railway Station (excluding crossovers) and Dadar Railway Station (excluding platforms), impacting both Slow and Fast lines on different days. On the night of March 31/April 1, all UP and DOWN Slow and Fast lines will be blocked. On April 1/2 and April 2/3, the block will affect the UP Slow line and DOWN Slow and Fast lines. Suburban train services to be affected Amid the block, several suburban train services will be diverted, short-terminated or regulated during the block period. The UP suburban trains departing Kurla Railway Station between 11.50 pm and 12.51 am will be diverted via the Fast line between Matunga and Byculla and will skip halts at Currey Road and Chinchpokli stations. Additionally, the Badlapur-Parel local departing at 10.40 pm will be short-terminated at Kurla, while the early morning CSMT-Kasara local will be briefly regulated at Byculla. Mail and express trains to be affected The press release further stated that long-distance trains, including the 12810 Howrah-CSMT Mail and 12134 Mangaluru-CSMT Express, will be regulated at Dadar station for 20 to 25 minutes on multiple days. The 11020 Bhubaneswar–CSMT Konark Express will face diversions between Matunga and Byculla and will have a double halt at Dadar station on April 1/2 and April 2/3. The accused, identified as Sambhavkumar Krishnachandra Acharya, was arrested by Dindoshi Police on March 28 following an extensive investigation involving CCTV analysis and technical surveillance. According to the police, the case came to light after a complaint was filed by Vishwas Sadanand Bhusan (71), a resident of Raheja Township in Malad East. On February 20, Bhusan visited a State Bank of India ATM on Ranisati Road to withdraw cash when an unknown man allegedly tricked him into exchanging his debit card. The accused later withdrew Rs 40,000 from Bhusan's account without his knowledge. A case was registered under relevant sections of the Indian Penal Code, following which, under the guidance of senior officers, including Additional Commissioner of Police Shashikumar Meena and Deputy Commissioner of Police (DCP) Mahesh Chimte, an investigation was launched by Sub-Inspector Ajit Desai and the crime detection team. Officers scanned nearly 60 to 70 CCTV footage for over a month and used undercover methods to track down the suspect. During the arrest, police recovered cash, 25 ATM cards of various banks, and two mobile phones from the accused. Investigations have revealed that Acharya was involved in at least four similar cases registered across multiple police stations, including Dindoshi, Kasturba, Vanrai, and Kurar. Police said he has been carrying out such ATM swap frauds for the past four years across Mumbai, Thane, and Odisha. Officials have appealed to citizens to come forward if they have been victims of similar frauds and report the matter to Dindoshi Police Station. Further probe is underway.

Fadnavis commended the Maharashtra Police for their efforts in nearly eradicating Naxalism from the state, paying tribute to the 244 personnel who lost their lives in the struggle. He announced that all officers serving at least three years in the elite C-60 anti-Naxal force will now receive a special C-60 medal in recognition of their bravery. He noted that the state’s success aligns with the national goal set by PM Narendra Modi and Home Minister Amit Shah to end Naxalism across India. To ensure accountability, CM Fadnavis said a monthly grading system will be introduced for police districts. Deshmukh Bhavan, Ferozshah Mehta Bhavan, Maulana Abdul Kalam Azad Bhavan, the Biophysics Department Building, the Old Lecture Complex, and the Life Science Department Building. 85 solar lights installed The official statement further noted that a total of 85 solar street lights of 20-watt capacity each have been installed. The Kalina Complex includes C. D. Deshmukh Bhavan, Ferozshah Mehta Bhavan, Maulana Abdul Kalam Azad Bhavan, the Biophysics Department Building, the Old Lecture Complex, and the Life Science Department Building. Additionally, the work of the 20 kW solar power project at Dr Babasaheb Ambedkar Administrative Bhavan is in the final stage and is to be commissioned soon. The official statement further noted that the solar power project in the Kalina Complex will power a large part of the campus on renewable energy sources, resulting in significant savings in annual electricity costs. Apart from this, the objective of reducing carbon emissions every year will also be achieved from an environmental perspective. The use of solar energy in this building will reduce electricity costs by more than 4 lakhs per month. The 200 kW capacity solar plant installed at the campus has a net metering system. Through this system, the entire building will get solar energy, and since this system includes solar panels and inverters along with the net meter system, additional energy will also be developed and planned. Approximately 2,60,000 units of electricity can be generated per year using a 200 kW solar panel system. After successfully commissioning a 120 kW solar power project at Thane Sub Campus, School of Engineering Applied Sciences, Kalyan and Vice Chancellor's Residence, Mumbai University has now taken this important step towards the use of renewable energy at the Kalina Complex. MACT member RV Mohite, in an order dated March 25, directed the motorcycle’s owner and the Thane-based insurer to pay the compensation jointly and severally to the claimants, along with 9 per cent annual interest from the date of the petition, the PTI reported. The motorbike owner did not appear before the tribunal, and the case was decided ex parte against him. The victim, Yuvraj Bhagawan Jagtap, then aged 42, ran an automobile servicing business in Pune. On November 24, 2022, he was crossing the road near Chikhali in Maharashtra's Pune district when a speeding motorcycle struck him, PTI reported. He sustained severe head injuries and succumbed on December 13, 2022, according to the claimants, who included his wife, two sons, and parents. Family calculated damages over 2.19 crore While the family had originally calculated damages at over Rs 2.19 crore, they restricted their claim to Rs 1 lakh in the petition due to financial constraints. The tribunal, however, assessed and awarded a higher "just compensation." The insurance company contested the claim, alleging the deceased was negligent and that the motorcyclist did not possess a valid driving licence. However, the tribunal rejected these contentions. The victim was walking on the road with proper care and caution when the motorcycle, moving at high speed, failed to observe traffic conditions and collided with him, the MACT noted, referring to the police investigation and eyewitness accounts. This demonstrated "rash and negligent driving" on the part of the motorcycle rider. There is nothing on record to suggest any contributory negligence on the part of the deceased, the tribunal added. It also confirmed that the offending vehicle's rider held a valid driving licence at the time of the accident. Tribunal estimates Jagtap’s notional income at Rs 35,000 per month The tribunal assessed Jagtap's notional income at Rs 35,000 per month while determining the compensation amount. The total award of Rs 64.75 lakh includes components for loss of future income, prospects, and medical expenses.
