Railway Minister Ashwini Vaishnaw on Thursday marked the anniversary of the first passenger train in India by sharing an image of the historic Thane railway bridge and an early train. The first passenger train in the country travelled between Bori Bunder (Mumbai) and Thane on April 16, 1853. Vaishnaw shared on X a collage image of the old train on the Thane bridge and an Amrit Bharat Express train with the caption "Journey continues..." An official release issued by the Central Railway said, "An authentic archival image of the Thane railway bridge and an early train has been shared to mark 173 years of Indian Railways, ensuring that the historical narrative is aligned with verified records." Sion flyover to be ready by 15 July 2026; BMC sets strict deadlines

The Brihanmumbai Municipal Corporation (BMC) on Thursday directed that the reconstruction of the Sion Railway flyover be completed by July 15, 2026. The civic body has also ordered that no new road excavation works be taken up after 30 April, with all ongoing works to be completed and roads opened to traffic by May 31, 2026. The instructions were issued by Municipal Commissioner Ashwini Bhide during an inspection of major infrastructure projects across the city on Thursday. Additional Municipal Commissioner (Projects) Abhijit Bangar accompanied her during the visit. Dharavi sewage treatment plant 65 per cent complete Bhide reviewed the 418 million litres per day (MLD) sewage treatment plant (STP) being constructed at Dharavi, which has reached 65 per cent physical progress and is expected to be operational by July 2027. The plant, based on Sequential Batch Reactor (SBR) technology, is part of seven STPs being developed across Mumbai. Officials said the project is designed as a multi-storey structure due to limited space and is the most space-efficient among all upcoming facilities. The project includes an influent pumping station, sludge treatment units, tertiary treatment facilities, and tunnel-connected inlet and outlet shafts. The Commissioner directed officials to resolve local issues on priority to ensure timely commissioning. Sion flyover work faces railway delay At the Sion East-West Railway flyover site, officials informed that girder launching has been delayed by 15 days due to railway constraints. The installation, earlier planned by April 30, 2026, is now expected by 15 May 2026. Despite the setback, Bhide directed agencies to accelerate remaining work and ensure both girders are installed by May 31, 2026. She also instructed the BMC Bridge Department and Railway authorities to maintain coordination to ensure full project completion by July 15, 2026. Road concretisation works under strict timeline Under Phase 1 and Phase 2 of the road cement concretisation project, 1,736 roads spanning 496.83 km have been completed as of April 13, 2026. During the inspection in Sion East, the Commissioner reviewed work on Road Number 27 and footpath development on Road Number 25(C), stressing the need for quality control. She reiterated that no new excavation should be undertaken after April 30, 2026, all concreting must be completed by 15 May, and all roads must be opened to traffic by 31 May 2026. Chunabhatti flood prevention system reviewed Bhide also inspected flood prevention measures at Chunabhatti Railway Station, where waterlogging had been reported in 2024. Officials said that preventive measures introduced in 2025 had largely prevented flooding during the monsoon, except for a brief incident on August 19, 2025. The existing system channels rainwater from low-lying areas into the Somaiya nullah and stores railway-side runoff before discharging it into the stormwater network connected to Duncan nullah. The Commissioner directed officials to improve system efficiency and examine a proposal to lay pipelines from railway-side storage tanks to enhance drainage capacity. Mini pumping station to be upgraded A mini pumping station near Chunabhatti railway station was also inspected. The facility currently pumps water from Duncan nullah, with plans to extend a 700-metre rising main pipeline up to Rahul Nagar nullah to reduce water accumulation in the area. Bhide asked officials to assess the feasibility and ensure transparency and quality in desilting operations.

Maha Congress claims senior police officers linked to bogus call centre racket

Maharashtra Congress president Harshwardhan Sapkal on Thursday alleged the involvement of senior police officials in a multi-crore bogus call centre racket operating in Maharashtra and demanded a comprehensive, high-level investigation into the matter. Addressing reporters, Sapkal claimed that fraudulent call centres functioning on a model similar to Jamtara were targeting victims globally and siphoning off hundreds of crores of rupees through cyber fraud and financial manipulation. Allegations Against Senior Police Officials Sapkal alleged that Datta Karale, currently serving as Deputy Inspector General of Police (Nashik Range), along with two officers of Superintendent of Police rank, had links to the alleged racket. He claimed that such large-scale operations could not have functioned without support from higher levels of the administration. The officer named in the allegations did not respond to requests for comment. CBI FIRs and Raids Highlight Scale of Racket Referring to cases registered by the Central Bureau of Investigation in August and September 2025, Sapkal said raids conducted in Nashik city and Igatpuri led to the arrest of individuals running fake call centres. He questioned why the Maharashtra Police failed to detect the operations earlier, asking what action had been taken before central agencies intervened. Bribery and Money Laundering Alleged Citing findings from the Anti-Corruption Branch of the CBI, Sapkal alleged that operators of these call centres paid bribes in cash, gold, and cryptocurrency to government officials to ensure smooth functioning of the racket. He claimed the fraud network involved complex financial transactions and raised concerns about possible money laundering through illegal channels. Alleged Links With Godman Case The Congress leader also alleged a connection between the call centre racket and Ashok Kharat, who has been arrested in separate cases involving serious charges. Sapkal said certain visuals circulating in the media indicate an association between the accused individuals and the police officer named in the allegations. He called for a detailed probe into any financial or operational links between the two cases. Questions Over Previous Postings and Action Sapkal further alleged that the officers in question had previously been posted in districts such as Thane, Palghar, and Raigad, where similar call centre operations were reported. He claimed that although raids were conducted in those regions, the accused were allegedly released after minimal action. He also alleged that after transfers to the Nashik range, the same networks resumed operations. Demand for Accountability and Investigation The Congress leader questioned why no strict action has been taken despite the seriousness of the allegations and urged Chief Minister Devendra Fadnavis to seek detailed reports from the CBI. He called for a thorough probe into the alleged nexus between police officials, call centre operators, and financial networks, including the source of funds and possible circulation of illegal money. Sapkal also demanded an investigation into whether such rackets were allowed to operate systematically in areas where the accused officers were posted.

Mumbai: Encroachment removal drive conducted in Manori mangrove area

An encroachment removal drive was carried out on April 16, 2026, at 10 am in Manori, Survey No. 295 (Land No. 3184), under the jurisdiction of the West Mumbai Mangrove Cell, Mangrove Division (North Konkan). The action was undertaken in compliance with the Bombay High Court’s directions in Public Interest Litigation No. 87 of 2006 and based on the 2005 MRSAC maps. The 186.500-hectare area at Manori was officially handed over to the Mangrove Cell on October 3, 2013. Notice issued before action under Gorai Range case In connection with an earlier offence registered under the Gorai Range (Case No. E-02/2021-22 dated April 30, 2021), a public notice had been issued by the Range Forest Officer, West Mumbai. Following due process, the encroachment removal action was executed on Thursday. Unauthorised cricket pitch demolished During the operation, an unauthorised cricket pitch spread over 100 sq. m. was demolished as part of the drive. Officials and agencies present during operation The drive was conducted under the guidance of Divisional Forest Officer D.P. Khade, Assistant Conservator of Forests D.G. Rakshe, and Range Forest Officer S.G. Kavathe (Kandalvan). Forest staff, along with officials from the BMC, representatives of Gorai Police Station, personnel from the Maharashtra Security Force, and other staff members, were present during the operation. Previous action in March In March, the Mangrove Cell had also carried out an encroachment removal operation at Ganpat Patil Nagar, where 39 illegal structures were demolished.

Maharashtra Congress backs Raju Shetti’s stir for Konkan mango, cashew farmers

Maharashtra Congress president Harshwardhan Sapkal on Thursday said the Congress will support an agitation led by farmer leader Raju Shetti over the plight of mango and cashew growers in the Konkan region, while accusing the BJP-led Mahayuti government of neglecting their concerns. Sapkal demanded immediate financial assistance for farmers hit by climate-related losses, stating that declining yields and rising input costs have pushed cultivators into distress. Climate Impact Hits Mango, Cashew Production Sapkal said farmers cultivating mango and cashew in Konkan have suffered major losses due to adverse weather patterns linked to global warming. He noted that erratic climate conditions have significantly reduced production in recent seasons. He alleged that despite the severity of the situation, the state government has failed to provide adequate relief, leaving farmers without meaningful support. Congress Extends Support to Farmers’ Agitation The Congress leader announced that party workers will participate in the agitation organised by Swabhimani Shetkari Sanghatana, which is raising demands for compensation and policy intervention. Earlier in the day, Raju Shetti met Sapkal in Mumbai and briefed him about the proposed protest. Leaders from Shiv Sena (UBT) were also present during the meeting, indicating wider Opposition backing for the farmers’ cause. Rising Costs, Low Compensation Worsen Crisis Shetti highlighted the economic challenges faced by farmers, stating that the cost of maintaining a single mango graft is around Rs 3,800 to Rs 4,000 annually, while daily labour expenses are close to Rs 800. In contrast, farmers are receiving compensation of only about Rs 200 per plant, which he described as grossly inadequate. He also alleged that insurance companies have failed to provide proper payouts, further aggravating the crisis. Demand for Relief Through Government Funds The farmers’ leader called for enhanced compensation through state government measures as well as support from the National Disaster Relief Fund. He stressed that immediate intervention is required to prevent further distress among cultivators. A key meeting of farmers has been scheduled in Ratnagiri on April 18 to decide the next course of action. Protest March Warning if Demands Ignored Shetti warned that if the government does not respond, a large protest march will be organised in Mumbai, starting from Girgaum and heading towards the chief minister’s official residence, Varsha. He also appealed to other political parties to extend support to the agitation, underscoring the seriousness of the issue. Criticism of Infrastructure Project Sapkal also criticised the proposed Shaktipeeth expressway project, alleging that it is being pushed to benefit select industrial interests rather than the public. He said the Congress opposes the project, arguing that it lacks public demand and diverts attention from pressing issues such as farmers’ distress.

Mumbai to face 5 pc water cut from April 20-27 for tunnel maintenance

The Brihanmumbai Municipal Corporation (BMC) has announced a temporary 5 per cent reduction in water supply across several parts of the city and eastern suburbs from April 20 to April 27, 2026, due to essential maintenance work on key water tunnels. Maintenance work on major water tunnels According to the BMC, the work will involve charging, flushing, chlorination, and dechlorination of Water Tunnel No. 1 (AMT-1) and Water Tunnel No. 2 (AMT-2), both of which play a crucial role in Mumbai’s water distribution network. Water Tunnel No. 1 supplies water from Amar Mahal (Hegdewar Garden) to Wadala (Pratiksha Nagar) and further to Parel (Sadakant Dhavan Garden). Meanwhile, Water Tunnel No. 2 runs from Amar Mahal to the Trombay Low-Level and High-Level Reservoirs, ensuring continuous water supply to key areas. The civic body stated that these maintenance operations are necessary to ensure the long-term efficiency and safety of the water supply system. Areas to face water supply reduction The BMC said the 5 per cent water cut will affect several wards in the eastern suburbs, including L (Kurla East), M East, M West, N, S, and T wards. In addition, parts of south and central Mumbai under A, B, C, E, F North, and F South wards will also experience reduced water supply during the same period. Citizens urged to cooperate The BMC has appealed to residents in the affected areas to use water judiciously and cooperate with the administration during the maintenance period. Officials emphasised that the reduction is temporary and aimed at improving the overall reliability of Mumbai’s water infrastructure. BMC announces water cut in parts of south Mumbai on April 16-17 Earlier, on April 10, the BMC announced a temporary disruption in water supply in several parts of south Mumbai on April 16–17, stating that the supply will be affected for 18 hours as it plans to undertake essential work on a major water distribution line. The water cut is scheduled from 10 am on Thursday, April 16, to 4 am on Friday, April 17, 2026, officials said. The BMC will install two 1500 mm butterfly valves on the tunnel water pipeline at Haji Bunder Road in the F South Ward, near Sewri, they said. According to the Mumbai civic body, the work is being carried out to improve and regulate water supply from the Bhardavada Hill Reservoir, Phosberry Hill Reservoir, and Golnaji Hill Reservoir. An official statement said that due to the work, parts of the A, B, C, E, and F-South BMC wards will experience either complete water supply shutdown or low-pressure supply during the operation period. The operation will impact several key areas, including residential zones, commercial pockets, hospitals, and government offices.

Congress eyes MLC seat if Uddhav Thackeray skips renomination

Maharashtra Congress president Harshwardhan Sapkal on Thursday said the Congress expects to contest a Legislative Council seat in the upcoming biennial elections if Uddhav Thackeray does not seek renomination. The demand comes amid internal seat-sharing discussions within the Opposition alliance, as political equations begin to take shape ahead of the May 12 elections. Congress Stakes Claim on MLC Seat Sapkal said the party believes it has a strong claim to the seat if Thackeray opts out of the contest. He pointed out that the Congress had earlier expressed interest in contesting the Rajya Sabha election but stepped back when the alliance decided to field Sharad Pawar as the joint candidate. He indicated that the Congress now expects reciprocity within the Maha Vikas Aghadi arrangement. Limited Seats, High Stakes Elections to nine seats of the Maharashtra Legislative Council are scheduled for May 12. However, given the current strength of parties in the 288-member assembly, the Opposition alliance is likely to secure only one seat through the legislative assembly quota. The ruling Mahayuti alliance, led by the BJP, holds a clear majority, making the contest highly competitive for the Opposition. Uddhav Thackeray Among Retiring Members Uddhav Thackeray is one of the nine members of the Upper House whose term is set to end in May. His decision on whether to seek another term is expected to play a key role in determining seat allocation within the alliance. Other members completing their tenure include Neelam Gorhe, Amol Mitkari, Sanjay Kenekar, Sandeep Joshi, Dadarao Keche, Ranjitsinh Mohite-Patil, Rajesh Rathod, and Shashikant Shinde. Congress Pushes for Fair Representation Sapkal reiterated that the Congress had earlier proposed Thackeray as the alliance candidate for the Legislative Council, but the decision to nominate Sharad Pawar to the Rajya Sabha altered the equation. He argued that if Thackeray does not contest, the MLC seat should be allocated to the Congress to maintain balance within the alliance. Demand for Unopposed By-Election The Congress leader also raised the issue of a by-election necessitated by the defection of former Congress MLC Pradnya Satav to the BJP. He said the seat was originally allotted to her following the demise of Congress leader Rajiv Satav. Sapkal demanded that the by-election be uncontested and the seat be given back to the Congress, urging Chief Minister Devendra Fadnavis to follow established political conventions. Baramati Example Cited He cited the recent Baramati assembly bypoll as a precedent, where the Congress withdrew its candidate against Deputy Chief Minister Sunetra Pawar. The by-election is scheduled for April 23. With alliance dynamics under negotiation and limited electoral space, the upcoming Legislative Council elections are expected to test coordination within the Opposition bloc in Maharashtra.

Uddhav Thackeray on Thursday urged the Centre to immediately implement the law providing 33 per cent reservation for women in the Lok Sabha and state legislative assemblies, reported the PTI. Speaking in Mumbai, the former Maharashtra Chief Minister said the issue of delimitation is not about any single party’s political future but concerns the future of the nation. Uddhav Thackeray said that the process of delimitation, or redrawing of constituencies, should be kept on hold for now as it is a matter of national importance requiring wider consultation and discussion. He stressed that the priority should be implementing women’s reservation before moving ahead with any boundary restructuring exercise. Parliamentary debate on women’s quota bill His remarks came on the day Parliament began a three-day special session to discuss bills related to amendments in the Nari Shakti Vandan Adhiniyam, also known as the Women’s Reservation Act 2023. The proposals are aimed at implementing the quota by 2029 and setting up a delimitation commission for the process. Key bills introduced in LS The government introduced the Constitution (131st Amendment) Bill, 2026 in the Lok Sabha after a division of votes. Two additional bills—the Delimitation Bill and the Union Territories Laws (Amendment) Bill—were also introduced. These aim to extend the women’s reservation framework to Union Territories including Delhi, Puducherry and Jammu and Kashmir. Proposed expansion of Lok Sabha As per the amendment proposal, the strength of the Lok Sabha may increase from 543 to a maximum of 850 seats following delimitation based on the latest census. The expansion is intended to operationalise the women’s reservation law before the 2029 general elections. Wagle ward office building to be razed, officials say structure is dangerous

The Thane Municipal Corporation (TMC) is planning to demolish the Wagle ward committee office building after the ground-plus-two structure was deemed “extremely dangerous”, an official said on Thursday. Proposal to be discussed on April 20 The building is around 30 years old, and a proposal to raze it and construct a new one will be taken up for discussion at the TMC general body meeting on April 20, he added, the PTI reported.  Reconstruction cost estimated at Rs 15–20 crore The estimated cost of the reconstruction project is pegged between Rs 15 crore and Rs 20 crore, the official said. Building in poor condition, says report “Since the ground-plus-two-storey building of the Wagle Ward Committee Office has become extremely dangerous, an architect will be appointed to construct a new one. As per the latest assessment, the building is in very poor condition, with cracks in several columns and beams,” the agenda note tabled by the Public Works Department stated, the news agency reported.  Temporary shift planned In the interim, the ward office is proposed to be shifted to an available administrative building at Kashish Park, it added. Thane residents affected by Satis Bridge project get alternative housing Residents affected by the Satis Bridge project in New Indiranagar, located in the Kopri area of Thane, have begun receiving alternative housing, with local authorities distributing keys to beneficiaries earlier this week. According to Thane Mayor Sharmila Pimpalolkar, the civic administration facilitated the relocation of affected families to housing units at Khewra Circle in Manpada following sustained coordination with state and central representatives. Key distribution ceremony held A formal key distribution programme was organised on Wednesday at Anand Ashram in Tembhinaka. Member of Parliament Naresh Mhaske handed over keys to a group of beneficiaries, while the remaining allottees received theirs from Mayor Pimpalolkar and other local representatives. He added that the opposition has already started working to ensure unity and full attendance. Speaking to reporters in New Delhi, Raut said that senior opposition leaders, including Shiv Sena (UBT) chief Uddhav Thackeray, have been assigned coordination responsibilities. The Rajya Sabha MP added that Thackeray and West Bengal Chief Minister Mamata Banerjee share cordial relations, and therefore it was decided that Thackeray would speak to Banerjee to ensure that TMC MPs are present in Parliament and vote against the bill, asserting, “this bill won't be allowed to pass.” according to the PTI. Concerns over delimitation and women’s quota The debate comes as the government plans to introduce amendments to the women’s reservation law, also known as the Nari Shakti Vandan Adhiniyam, during a special three-day Parliament session from April 16 to 18. Alongside this, three key bills were introduced: - The Constitution (131st Amendment) Bill, 2026 - The Delimitation Bill, 2026 - The Union Territories Laws (Amendment) Bill, 2026 These bills propose increasing Lok Sabha seats from 543 to a maximum of 850 to implement 33 per cent reservation for women before the 2029 general elections, based on delimitation using the 2011 Census. They also propose increasing seats in state and Union Territory assemblies., as per the PTI. Why is the opposition concerned over delimitation and women’s quota? Opposition parties, including the Congress, have criticised the move, saying the bills are being used to push delimitation under the cover of women’s reservation. Raut said the government lacks the required two-thirds majority to pass the bill and described it as a political move rather than a genuine effort for women’s empowerment, as per the news agency. The Congress also alleged that the intent behind the bills is “mischievous” and said they should be rejected in their current form. Opposition leaders have maintained that Parliament should not be “hijacked by flawed delimitation bills disguised as women’s reservation.” (With PTI Inputs)
