A 24-year-old man named Upendra Singh alias Chotu, a Thane resident, was held on Wednesday for allegedly sexually abusing his minor neighbour.
On 11.30 am Wednesday, Chotu took the 3-year-old girl with him telling her parents that he was taking her to some Holi celebrations.
He then took her to an isolated spot and allegedly raped her.

The victim has been sent for medical examination.
