Central Railway collects over Rs 40 crore in fines from ticketless passengers

Central Railway has intensified its action against unauthorised and irregular travel on trains running on the line. The Mumbai Division’s ticket checking teams detected 9.63 lakh passengers travelling without tickets, with invalid tickets or with unbooked luggage between April and October 2025, recovering Rs 40.59 crore in penalties, an official statement said on Sunday.

An official statement said that special checks are regularly carried out on Mail and Express trains, as well as on AC and non-AC suburban trains, to curb ticketless travel and ensure comfort and safety for genuine passengers.


"These drives not only penalise violators but also discourage others from travelling without proper tickets," the official statement said.



Break-up of penalties (April-October 2025):

- AC locals: 71,045 cases - Rs 2.28 crore

- First Class: 91,837 cases - Rs 2.93 crore

- Second Class: 6,98,248 cases - Rs 33.69 crore

- Mail and Express train fare difference: 13,301 cases - Rs 0.71 crore

- Unbooked luggage in trains: 88,713 cases - Rs 0.98 crore

The Central Railway said that in October 2025 alone, 1.34 lakh cases were detected and Rs 6.16 crore collected in penalties.

Break-up for October 2025:

- AC locals: 8,958 cases - Rs 29.28 lakh

- First Class: 10,686 cases - Rs 34.07 lakh

- Second Class: 1,00,535 cases - Rs 5.21 crore

- Mail and Express trains fare difference: 3,154 cases - Rs 1.92 lakh

- Unbooked luggage: 11,149 cases - Rs 1.25 lakh

It said that to strengthen monitoring on the suburban network, Central Railway has also set up a dedicated AC Local Ticket Checking Squad. The Mumbai division runs 1,810 suburban services, including 80 AC local services, every day. The special squad works with help from a 24/7 WhatsApp complaint number (7208819987) to act quickly on commuter complaints.

"The squad collects an average of Rs 1.19 lakh daily from around 368 cases of passengers travelling without valid tickets in AC locals," the statement said.

It further said that the Central Railway has appealed to all passengers to travel responsibly and buy valid tickets to avoid penalties. It reiterated its zero-tolerance policy towards ticketless travel and assured that it remains committed to providing a safe and dignified journey for all.
