A week has gone by since the repeated sexual exploitation of a girl from Chhattisgarh came to light, but there has been little progress in going after the culprits. The girl was rescued from Dehu Road by a doctor, and the local police station in the Chhattisgarh town from where the girl had gone missing on July 12 has declined to investigate the rape case and instead asked the Dehu Road police to do so, saying the crime spot has not been identified. This has happened despite the Criminal Procedures clearly stating that the investigation should be carried out by a police station where the offence is first registered.

The victim's relatives have also expressed their inability to make frequent trips to the city because they are not moneyed. The rape victim was rescued and her family traced by Dr Yamini Adbe of the Dehu Road Cantonment Hospital. After the Dehu Road police ensured the victim's return to her Chhattisgarh hometown, the police there have passed the buck back to Dehu Road.

MiD DAY had reported how Adbe provided the victim with the necessary medical care and traced her family with the help of the Bilaspur police. The girl was then sent back to her hometown, where her family had filed a missing complaint. The Dehu Road police say as the missing case was filed in Bilaspur, the rape will be investigated there. The Dehu Road police even transferred the rape case to the place from where the girl hailed.

PSI Mahesh Dhawan, who accompanied the girl with her family to ensure her safe return home, said the Chhattisgarh police had refused to investigate the matter saying the spot where the offence took place could not be identified. "The girl's family is lower middle class. It has told us it will not be able to bear the travel costs if the case is transferred to Dehu Road," Dhawan said. "Besides, the victim's brother had registered the complaint in Bilaspur on July 13 after he found she had run away from their residence in the wee hours of July 12."

Dhawan said the family had also got threat calls from a man in Chhattisgarh, and the victim's brother had reported it to the Bilaspur police. Bilaspur IPS officer Parul Mathur said: "The case was transferred to Dehu Road police as the place where the offence may have taken place was not identified. The Dehu Road police prematurely fled a case under IPC 376 without consulting us about the spot. As per the girl's statement, on the night of July 12 she had boarded the train to Nagpur, so the offence could have taken place anywhere between Bilaspur and Nagpur."

The officer also said they did not have more points to carry forward the investigation and so had transferred the case. "We traced the man who called the victim's brother," Mathur said. "The caller was traced to Jangir Champa district and he admitted to having played mischief by informing the victim's brother that the victim was with him."
