Government announces seven measures to help boost e-commerce exports

The government on Friday announced seven measures, including credit assistance for e-commerce exporters and support for alternative trade instruments, with an aim to promote the country's outbound shipments. These measures are part of the Rs 25,060-crore export promotion mission. Out of 10 components of the mission, three have already been rolled out in January. To support exporters using digital channels, the commerce ministry announced credit facilities with interest subvention and partial credit guarantees. The Direct E-Commerce Credit Facility will provide support up to Rs 50 lakh with 90 per cent guarantee coverage. The Overseas Inventory Credit Facility will extend support up to Rs 5 crore with 75 per cent guarantee coverage, and an interest subvention of 2.75 per cent will be available, subject to an annual ceiling of Rs 15 lakh per applicant, the commerce ministry said. To promote export factoring as an affordable working capital solution for MSMEs, an interest subvention of 2.75 per cent will be provided on the factoring cost for eligible transactions undertaken through RBI/IFSCA-recognised entities. Assistance is capped at Rs 50 lakh per MSME annually and will be processed through a digital claim mechanism to ensure transparency and timely disbursal. To support emerging export opportunities, the ministry said this intervention enables exporters to access new or high-risk markets through shared-risk and credit enhancement instruments such as Letters of Credit confirmation and negotiation. For Trade Regulations, Accreditation and Compliance Enablement (TRACE), support will be extended to exporters in meeting international testing, inspections, certifications and other conformity requirements. Under this, partial reimbursement of 60 per cent under the Positive List and 75 per cent under the Priority Positive List will be provided for eligible testing, inspection and certification expenses, subject to an annual ceiling of Rs 25 lakh per IEC (import export code). Facilitating Logistics, Overseas Warehousing and Fulfilment (FLOW) will enable exporters to access overseas warehousing and fulfilment infrastructure, including E-Commerce Export Hubs integrated with global distribution networks, it said. Under this, an assistance of up to 30 per cent of the approved project cost will be provided for a maximum of three years, subject to prescribed ceilings and MSME participation norms. For exporters from northeastern and hilly regions, Logistics Interventions for Freight and Transport (LIFT) was announced. LIFT mitigates geographical disadvantages faced by exporters in remote, hilly, northeastern and landlocked districts. Under this, there will be partial reimbursement of up to 30 per cent of the eligible freight expenditure, subject to a ceiling of Rs 20 lakh per IEC per financial year. Financial assistance will also be extended for an integrated Support for Trade Intelligence and Facilitation (INSIGHT). It is generally limited to 50 per cent of project cost, with up to 100 per cent support for proposals from central and state Government institutions and Indian Missions abroad, subject to notified ceilings. Through these coordinated financial and ecosystem interventions, the government aims to reduce the cost of capital, diversify trade finance instruments, enhance compliance readiness, address logistics constraints and strengthen overseas market integration for MSMEs.  This story has been sourced from a third party syndicated feed, agencies. 'Not about India; US doesn't want to see anyone buying Russian oil,' says Gor

Sergio Gor, US Ambassador to India on Friday said that the US has seen India diversify the sourcing of oil and underlined that that the United States does not want any country to buy Russian Oil as Washington continues with its efforts of brokering peace between Ukraine and Russia. He made the remarks while speaking at a press conference on the sidelines of the Global AI Impact Summit taking place here in the national capital. When asked about America's monitoring mechanism with regard to Russian oil, Gor told the press, "On oil, there's an agreement. We have seen India diversify on their oil. There is a commitment. This is not about India. The United States doesn't want anyone buying Russian oil. The President's been very clear on this, he wants this war to end. And so anyone who is in a way still involved with that conflict is something that the President wants to see come to an end in hopes of peace coming with that." In efforts to end the crisis between Russia and Ukraine, Trump has been consistently urging for energy decoupling from Russia with several officials associated with the 2.0 administration time and again calling to halt oil exports. The Ministry of External Affairs has underlined that diversifying energy sourcing in line with objective market conditions and evolving international dynamics remains central to India's strategy to ensure energy security for its population of 1.4 billion. Gor was joined by US Under Secretary Jacob Helberg and and White House adviser Michael Kratsios during the press conference. Helberg expressed confidence on India joining the US led Pax Silica initiative and said, "As you know PAX SILICA does not follow typical geopolitical geometries. It is a coalition of capabilities and India is by far the country that has the world's deepest bench of talent and we think will be a key contributor to helping us amortize R&D costs through scale. Scale is key to competitiveness and we look forward to working with India to strengthen our shared supply chains". Michael Kratsios told the media, "One of the main messages here in India has been all about AI impacts and the story that the United States wants to bring is that we as a country want to share the great American technology stack with the world. We want every country in the world to be able to realize the benefits of AI and there's no better partner in the world and no better set of technologies than those provided by the United States. Today we unveiled a suite of initiatives across the whole of the US government to support the export of our great technologies abroad and we believe that is the best solution and best path forward for countries that want to realize these benefits." When asked when the India-US interim trade deal would be signed, Gor praised the ties between New Delhi and Washington and hailed the friendship between PM Modi and US President Trump. "The signing will happen very soon. In fact even this week we have both teams are talking to each other and actively getting to a place where both will be able to sign. We're not dealing with a small country, this is one of the biggest economies. And so we're thrilled that the interim deal is done. You have the few tweaking points that are left to do but it's done. So the signing will happen sooner than later." Gor lauded the AI Summit in his remarks and called it highly successful. "I think it was highly successful. I think it's a testament to your Prime Minister. This is when the intersection of AI is the United States and India right now. And it happened here in New Delhi and we're thrilled to be part of it." India joins US-led Pax Silica alliance to boost AI, critical minerals security

India on Friday joined the United States (US)-led strategic alliance Pax Silica, an initiative aimed at building a secure and resilient supply chain for critical minerals and artificial intelligence. The agreement to join the coalition was formalised at a ceremony held on the sidelines of the AI Impact Summit in the national capital, news agency PTI reported. Union Minister for Electronics and Information Technology (IT) Ashwini Vaishnaw, US Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg and US Ambassador to India Sergio Gor were among those present. India’s decision to enter the coalition comes at a time when New Delhi and Washington are working to conclude a proposed trade agreement and advance several initiatives to strengthen bilateral ties after a period of strain. “From the trade deal to Pax Silica to defence cooperation, the potential for our two nations to work together is truly limitless,” Gor said. He described India’s participation as not merely symbolic but a strategic step that would further strengthen the trajectory of bilateral relations. Highlighting India’s strengths, Gor said the country possesses deep engineering talent capable of meeting global challenges. He noted that India has also made significant progress in developing critical mineral processing capacity, an area in which the US is closely engaged. He suggested that trusted AI technologies could be shared with India under the Pax Silica framework. Helberg welcomed India’s entry into the alliance and characterised Pax Silica as an initiative aimed at countering coercion and blackmail in global supply chains — an apparent reference to China. “We watch as our friends and allies face daily threats of economic coercion and blackmail. They are forced to choose between their sovereignty and their prosperity. We find ourselves grappling with a global supply chain that is massively over-concentrated,” he said. “So today, as we sign the Pax Silica declaration, we say no to weaponised dependency, and we say no to blackmail, and together, we say that economic security is national security, but we must be precise about what that word means,” he added. Launched in December, Pax Silica seeks to create a secure, resilient and innovation-driven supply chain ecosystem spanning critical minerals, semiconductors and AI infrastructure. The Pax Silica Summit was held in Washington on December 12, where partner countries signed the declaration. The declaration outlines a shared vision of deep economic and technological cooperation across the supply chain — from raw material extraction to semiconductor manufacturing and AI systems — with a focus on mutual prosperity and security. Current members of Pax Silica include Australia, Greece, Israel, Japan, Qatar, Republic of Korea, Singapore, United Arab Emirates and the United Kingdom. Last month, Ambassador Gor had announced an invitation to India to join the alliance. A central pillar of Pax Silica is the creation of a durable economic framework to drive AI-powered growth across partner nations. “We recognise that a reliable supply chain is indispensable to our mutual economic security,” the declaration states. It further underlines that artificial intelligence represents a transformative force for long-term prosperity and that trustworthy systems are critical to safeguarding shared security and growth. The declaration adds that economic value and expansion will flow across every layer of the global AI supply chain, creating unprecedented demand for energy, critical minerals, manufacturing, advanced hardware, infrastructure and entirely new markets. RG Kar victim’s father questions CBI probe, alleges cover-up, larger conspiracy

The father of the RG Kar Medical College rape and murder victim on Thursday questioned the CBI's investigation, alleging it's a cover-up and the agency is not doing its job properly. Speaking to ANI, he claimed that the High Court made a mistake by handing the case over to the CBI, saying they won't admit their involvement in the crime. The grieving father said, "The High Court can't be this foolish as to hear this case in a single day and hand it over to a fool like the CBI. We are deeply saddened by this." The victim's family is seeking custodial interrogation of police officers and doctors, including Sudipto Roy, who they believe are involved in the conspiracy. The CBI had arrested Sanjay Roy, who was later convicted and sentenced to life imprisonment. However, the victim's family believes there's a larger conspiracy and wants further investigation. "Will the CBI admit its involvement? Will any thief ever confess to stealing? The people who conspired and killed my daughter will never come forward and say they killed her. The High Court has made a grave mistake by handing this case over to such an investigating agency... What can the state government say? It has been covering up this matter since day one. The Health Minister and MLA Sudipto Roy are complicit in this conspiracy. The Health Secretary is also involved. I have proof of that too", he said. Legal counsels representing the victim's parents suggested a profound breakdown in trust--not just toward the local police, but now toward the Central Bureau of Investigation (CBI) as well, suspecting systemic cover-up involving high-ranking officials across multiple institutions. The parents' lawyers, Rajdeep Haldar and Amartya Dey, alleged that the investigation is being intentionally steered away from the "actual" perpetrators. The victim's counsel, Advocate Rajdeep Haldar, stated that the entire Kolkata Police fraternity might be linked to the case, and Sanjay Roy was framed to save the actual accused. He alleged that the Kolkata Police fraternity is deeply intertwined with the matter, citing "dereliction of duty" that they believe was intentional rather than accidental. "We have presented our application in various parts. Firstly, CBI is not investigating in the manner in which they ought to, ASI Anup Dutta, who happens to be a suspect accused in this matter, has been set free. The petitioners, the parents of the deceased victim and their counsel, feel that the entire Kolkata Police fraternity is also linked with this matter. That has been well reflected in the judgment given by the ADG First Court in Sealdah. The dereliction of duty can happen from a single police officer... Sonjay Roy has been projected as an accused to save the actual accused... In every status report, the CBI specifies that they are investigating the matter, but without any proper specification...," said Haldar. The CBI had arrested Sanjay Roy, who was later convicted and sentenced to life imprisonment. However, the victim's family believes there's a larger conspiracy and wants police officers and doctors taken into a custodial inquiry. They also point out inconsistencies, like Sudipto Roy's release despite being implicated in the CBI's report. The counsel is now accusing the CBI of concealing the truth. They argue that the CBI's status reports are vague and that the agency is actively objecting to petitions that seek deeper inquiries into specific doctors and officers. Counsel claimed these individuals failed polygraph tests, yet the CBI has not moved for custodial interrogation. "We have filed a petition to have some police officers and doctors taken into custodial inquiry. The CBI's status report in the Supreme Court detailed their involvement, and they failed to pass the polygraph test. Following this, the CBI's duty was to conduct a custodial inquiry, which has not yet been completed... So many days have passed. The CBI is objecting to our petition... The CBI wants to conceal the truth by any means necessary. This means the CBI is also involved in the larger conspiracy... According to the CBI report, Sudipto Roy is involved in this. A phone recording of his conversation with Sandip Ghosh was also found, based on which Sandip Ghosh was arrested. Why was Sudipto Roy released when Sandip Ghosh was arrested?" said Dey. The RG Kar Medical College rape and murder incident occurred on August 9, 2024, when a 31-year-old female postgraduate trainee doctor was found dead in a seminar room on campus. The case led to widespread protests and outrage across the country, with many demanding justice for the victim. The investigation was transferred to the Central Bureau of Investigation (CBI) after the Calcutta High Court expressed dissatisfaction with the police's handling of the case. CM Devendra Fadnavis emphasises AI’s transformative role in agriculture

Maharashtra Chief Minister (CM) Devendra Fadnavis on Friday underlined the transformative potential of artificial intelligence (AI) in agriculture while addressing the India AI Impact Summit 2026 in the national capital, news agency IANS reported. Addressing the gathering, Maharashtra Chief Minister Devendra Fadnavis said the world was at a “very defining moment”, pointing out that global food systems are under severe stress due to rising climate volatility, depleting water tables, deteriorating soil health, fragile supply chains and unpredictable markets. For nations of the Global South, he noted, agriculture is far more than an economic activity — it underpins livelihoods, social stability and national security. Highlighting India’s commitment to technology-driven inclusive growth under the leadership of Prime Minister Narendra Modi, he said the India AI Mission aims to harness technology to ensure inclusion, transparency and scalability. The Maharashtra CM also emphasised that agriculture must remain central to this mission, as over half a billion Indians depend directly or indirectly on the sector, while small landholders continue to struggle with fragmented information, rising input costs, climate uncertainty, and limited access to credit and markets. Outlining Maharashtra’s AI-led initiatives in agriculture, Fadnavis said conventional extension systems, despite their dedication, cannot match the scale and speed now required. “AI changes this equation,” he said, explaining that it can enable hyperlocal weather forecasts, early pest outbreak alerts, precision irrigation and fertiliser advisory, crop-based credit scoring, transparent supply chains and real-time market guidance. However, he cautioned that technology alone is not enough. Quoting the Prime Minister’s inaugural address, he said, “AI must be built on trusted data, ethical governance, and public accountability. Without trust, scale will not happen'.” AI Summit 2026: 'Farmers are ready for AI when AI is designed for them' CM Fadnavis described the state government’s AI-powered mobile platform that delivers multilingual and personalised advisories, market intelligence, and seamless access to government schemes, calling it a “digital friend” for farmers. “This demonstrates one thing very clearly: farmers are ready for AI when AI is designed for them,” he added. He also referred to early-warning systems for cotton cultivators enabled through geospatial analytics and post-surveillance mechanisms, terming it “predictive governance in action”. The CM said Maharashtra’s framework is being developed as a replicable public digital infrastructure model for India and other nations in the Global South. In collaboration with the India AI Mission, the World Bank, and Wadhwani AI, a global call for AI-driven agricultural use cases led to a compendium of successful real-world applications across Africa, Asia, Latin America, and other regions. The compendium was released in Delhi on Tuesday. Taking a swipe at political opponents, Fadnavis remarked in a lighter vein, “I would just like to say that they need AI the most, because at times when human intelligence becomes negligible, AI can provide support.” He further said, “The AI Summit taking place is very important for our country. It showcases India’s progress in AI to the world. Especially at a time when AI is rapidly advancing and revolutionising various sectors, global leaders coming to India to witness the country’s strength and engage in discussions on AI, is highly significant. Antonio Guterres calls for science-led AI guardrails and global standards

UN Secretary-General Antonio Guterres on Friday cited AI fragmentation risks, calling for global interoperability standards for better outcomes at the ‘India AI Impact Summit 2026’ here.  Guterres said that today, international cooperation is difficult. “Technological rivalry is growing. Without a common baseline, fragmentation wins, with different regions and different countries operating under incompatible policies and technical standards,” he warned. Addressing the Summit, he said that when we agree on how to test systems and measure risk, we create interoperability.  “So a startup in New Delhi can scale globally with confidence because the benchmarks are shared and safety can travel with technology,” he noted. Guterres also called for science-led AI guardrails to protect people and accelerate innovation. “Once we understand what AI systems can do and what they cannot, we can move from rough measures to smarter, risk-based guardrails. Guardrails that protect people, uphold human rights, and preserve human agency,” he told the gathering. According to the UN Secretary-General, AI guardrails must build confidence and give business clarity so innovation can move faster in the right direction.  “Science-led governance is not a brake on progress. It is an accelerator for solutions. It helps us identify where AI can do the most good and the fastest, and it helps us anticipate early impacts from risks for children to labour markets to manipulation at scale, so countries can prepare, protect, and invest in people,” he highlighted. AI innovation is outpacing our collective ability to fully understand it -- let alone govern it. If we want AI to serve humanity, policy cannot be built on guesswork, hype, or disinformation. We need facts we can trust and share across countries and sectors, he stressed. According to him, AI must be accessible to everyone. “But without investment, many countries will be logged out of the AI age. That’s why I am calling for a Global Fund on AI -- to build skills, data, affordable computing power and inclusive ecosystems everywhere,” he added. Veteran journalist K Govindan Kutty passes away at 81

Veteran journalist and author K Govindan Kutty has died after a brief illness here, family sources said on Thursday. Kutty, 81, is survived by wife, son and daughter. He breathed his last at his residence here on February 18.  He was the journalist who broke the news of the air crash involving the then Prime Minister Morarji Desai in 1977 at Jorhat in Assam.  Desai had survived the crash. India set to join Pax Silica at Global AI Impact Summit in Delhi

India is set to formally join Pax Silica-the US-led effort on artificial intelligence and supply chain security on the sidelines of the Global AI Impact Summit being held here in the national capital. Pax Silica is the US Department of State's flagship effort on AI and supply chain security, advancing new economic security consensus among allies and trusted partners. The Pax Silica Declaration underlines the importance of a reliable supply chain indispensable to mutual economic security and recognises AI as a transformative force for long-term prosperity. As per an official statement by the State Department, the signatories of the Declaration include Australia, Greece, Israel, Japan, Qatar, South Korea, Singapore, UAE, UK; with non-signatory participants being Canada, the Netherlands, European Union, Organization for Economic Cooperation and Development and Taiwan. In another statement, the State Department announced the visit of Under Secretary of State for Economic Affairs Jacob Helberg to India from February 20-21, where he will join the US delegation to the India AI Impact Summit led by the White House Office of Science and Technology Policy Director, Michael Kratsios. The statement highlighted that the Under Secretary will hold bilateral meetings and deliver remarks at the conference to further the United States' economic relationship and partnerships in emerging technologies with India and help launch the next phase of the American AI Exports Program, part of the AI Action Plan. The partnership comes shortly after India participated at the Critical Minerals Ministerial convened by US Secretary of State Marco Rubio earlier in February represented by External Affairs Minister S Jaishankar. On the sidelines of the Ministerial, EAM Jaishankar told ANI that India extended its support to the Forum on Resource, Geostrategic Engagement (FORGE), a newly launched initiative unveiled at the inaugural Critical Minerals Ministerial, which succeeds the US-led Mineral Security Partnership. Jaishankar attended the inaugural Critical Minerals Ministerial in Washington DC on Wednesday (local time), during which the EAM called for structured international cooperation to "de-risk" critical mineral supply chains, noting that "excessive concentration" poses a major global risk. In a post on X, Jaishankar said, "Spoke at the Critical Minerals Ministerial in Washington DC today. Underlined challenges of excessive concentration and the importance of de-risking supply chains through structured international cooperation. Highlighted India's efforts towards greater resilience through initiatives including National Critical Minerals Mission, Rare Earth Corridors and responsible commerce. Conveyed India's support to the FORGE initiative on critical minerals." The India AI Impact Summit 2026, the first global AI summit hosted in the Global South, has brought together policymakers, industry leaders, academics and civil society representatives to deliberate on responsible AI governance and inclusive technological advancement. Supreme Court grants bail to filmmaker Vikram Bhatt in cheating case

The Supreme Court on Thursday granted bail to filmmaker Vikram Bhatt in a multi-crore rupees cheating case lodged in Rajasthan. A bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi also regularised the interim bail granted earlier to Bhatt’s wife Shwetambari Bhatt in the case.  Shwetambari was granted interim bail on February 13. Earlier on January 31, the Rajasthan High Court had rejected their bail applications in the cheating case.  They were arrested in Mumbai and brought to Udaipur in December last year. Taking note of the Tamil Nadu Power Distribution Corporation Ltd’s plea, which proposed to provide free electricity to all irrespective of financial status of consumers, the top court said it was quite understandable if states hand-hold the poor.  “Most of the states in the country are revenue deficit states and yet they are offering such freebies” overlooking development, said the bench. The bench said economic development of the nation gets hampered with this kind of largesse distribution. Delhi: Six-year-old girl dies after e-rickshaw collides with car in Janakpuri

A six-year-old girl died after a collision between an e-rickshaw and a car in Janakpuri on Tuesday. According to Delhi Police, a PCR call regarding the incident was received from Mata Chanan Devi Hospital on the morning of February 17. During treatment, the child was declared dead at Max Hospital, Dwarka. Her postmortem was later conducted at DDU Hospital. Police said the victim's grandmother, namely Mercy Xavier, who was also injured in the accident, stated that they were travelling in an e-rickshaw when it collided with a car near Fire Station, Janakpuri, and overturned. Following the incident, the police registered an FIR. The car has been seized, and the accused, identified as Sanjeev, was apprehended and bound over on Wednesday. Further investigation is underway. Meanwhile, another man was killed in a road accident in Delhi's Dwarka after a car allegedly driven by a juvenile without a licence collided with his motorcycle, police said. The mother of a 23-year-old man who was killed earlier on February 3 has made an emotional appeal on social media, demanding justice for her son after the juvenile driver accused in the case was granted interim bail by the Juvenile Justice Board (JJB). Sharing an X post, the victim's mother wrote, "I lost my son sahil Dhaneshra, a 22+ year old young and most talented boy whom I raised for 23 years alone as a single mom, was killed brutally by a car driver, who is an unlicensed driver and his sister, while making speed fun reels in #dwarka #delhipolice". The incident took place near Lal Bahadur Shastri College in Dwarka South. According to the preliminary investigation, the car allegedly collided with a motorcycle travelling in the opposite direction and then hit another parked car. According to Delhi Police, an FIR was registered at Police Station Dwarka South under Sections 281/106(1)/125(a) of the Bharatiya Nyaya Sanhita (BNS) after a PCR call was received at around 11:57 am regarding a serious road crash. Upon reaching the spot, police found three vehicles in an accidental bad condition and a motorcycle. The motorcycle rider, later identified as Sahil Dhaneshra (23), was found dead at the scene. Police said that Sahil's post-mortem has been conducted, and the report has been obtained. The injured taxi driver was shifted to the IGI Hospital. His statement has been recorded, and the final medical opinion is awaited. The accused driver, a minor, was found to be without a driving licence and was apprehended at the scene. Being a minor, he was produced before the Juvenile Justice Board and sent to an Observation Home. On February 10, 2026, the JJB granted him interim bail on the grounds of his Class 10 board examinations. According to police, all three vehicles have been seized and mechanically inspected. Relevant documents have been verified, and CCTV footage from the area has been collected as part of the investigation. Further investigation into the matter is currently underway, police added.
