Mumbai's story is one of continuous adaptation to extreme constraints. Every phase of its evolution reflects a response to geography, economics, technology and the aspirations of its people.
Land-making: The first chapter was defined by the Hornby Vellard project and successive reclamation works connected the seven islands into a single landmass. Initially, there were seven islands comprising fishing villages and indigenous settlements. The city began evolving significantly during the Portuguese era and later transformed further under British rule, which established the colonial port and trade infrastructure. In addition to being an engineering feat, it established the physical framework upon which the city could grow. The Colonial era introduced a coherent urban vocabulary, with carefully planned boulevards, public squares, civic institutions, and an architectural language that continues to define South Mumbai.
Victorian Gothic era (1860s-1890s) saw erstwhile Bombay's cotton boom and growing importance as the commercial capital of British India giving rise to iconic civic institutions and infrastructure. Landmark buildings such as the Chhatrapati Shivaji Maharaj Terminus, Rajabai Clock Tower, the University of Mumbai, the Bombay High Court and the Municipal Corporation Building, together with grand boulevards and open maidans like the Oval Maidan, established a coherent urban vocabulary that continues to define South Mumbai. The city then embraced Art Deco modernism (1930s-1950s), creating one of the world's finest ensembles of tropical Art Deco architecture along Marine Drive, the Oval Maidan precinct, and iconic cinemas such as Eros Cinema and Regal Cinema, reflecting Bombay's emergence as a confident, cosmopolitan metropolis.
Industrial urbanism: The textile mills shaped not only Mumbai's economy but also its urban morphology. Dense, walkable neighbourhoods such as Parel, Lalbaug and Byculla evolved around places of work, with chawls fostering close-knit communities where housing, commerce and public life coexisted. This period demonstrated how industry could shape the character and rhythm of a city.
Post-liberalisation growth: Economic liberalisation shifted Mumbai's character from a manufacturing hub to a nucleus of finance, media and services. Vast brownfield sites that remained once the industries had moved out, offering opportunities to rethink the city's core. The transformation of mill lands, the emergence of new commercial districts like Bandra-Kurla Complex, and the vertical growth of the city reflected Mumbai's shift towards a knowledge- and service-led economy. Human-focused resilience: Looking ahead, our focus can no longer be limited to individual buildings. We must design neighbourhoods that are climate-responsive, transit-oriented, inclusive and adaptable. The success of Mumbai's next phase will not be measured by the height of its skyline, but by the quality of its public realm, the strength of its communities, and its ability to create a city that remains both globally competitive and deeply liveable.
Q2. Mumbai's visual identity has been shaped by multiple architectural influences-from Gothic and Art Deco to modern and post-modern developments. How would you describe Mumbai's urban character today?
Mumbai's urban character is best described as a city of layers, where every phase of its evolution has left behind a distinct architectural and cultural imprint. We see influences from Portuguese architecture in its earliest settlements, British colonial architecture in its grand civic institutions, the elegance of Art Deco along Marine Drive, the functionalism of modernism and now the emergence of post-modern architecture. It is one of the few global cities where these diverse architectural languages coexist, creating a skyline and streetscape that tell the story of the city's continuous transformation.
Today, Mumbai's identity is no longer defined by a single architectural style but by its ability to seamlessly blend heritage with contemporary development. Landmark projects such as the award-winning Terminal 2 at Chhatrapati Shivaji Maharaj International Airport and the upcoming Navi Mumbai International Airport are introducing a more contemporary architectural language that reflects the aspirations of a global metropolis. In many ways, the city is gradually entering a post-modern era that emphasises innovation, sustainability, mixed-use development and experiential public spaces while acknowledging its rich architectural legacy. The challenge now is to ensure that as Mumbai continues to reinvent itself, it preserves the character that makes it unique, creating a city where history, infrastructure and future-ready design coexist in harmony.
Q3. We often hear the term "Mumbai 3.0." How do you define Mumbai 3.0, and how do you think it will reshape the city's DNA?
Mumbai 3.0 is the city's next phase of evolution as it shifts the focus from simply expanding the skyline to creating more integrated, self-sustaining urban ecosystems. We saw a glimpse of this when Navi Mumbai was first conceived. While there was initial scepticism about whether people would move away from the traditional city centre, the advantages of a planned urban environment that promised with wider roads, better infrastructure, open spaces and a more balanced mix of residential and commercial development eventually became evident.
Today, the expectations of urban living have evolved even further. People increasingly value quality of life as much as connectivity. Long daily commutes are no longer seen as an inevitable part of city life, especially as younger generations prioritise convenience, wellness and work-life balance. They are looking for mixed-use neighbourhoods where homes, offices, retail, healthcare, education, entertainment and public spaces coexist within a walkable, well-connected ecosystem.
The essence of Mumbai 3.0 goes beyond developing new districts and focuses on reimagining how the city functions. The emphasis is on creating vibrant, transit-oriented communities where people can live, work, socialise and recreate within the same urban fabric. Supported by world-class infrastructure, sustainable planning and thoughtfully designed public spaces, Mumbai 3.0 has the potential to fundamentally reshape the city's DNA, making it more connected, resilient, liveable and globally competitive for generations to come.
Q4. Among the emerging growth corridors-Navi Mumbai, Thane, Kalyan and others-which area do you believe holds the greatest promise for Mumbai's future?
Each of Mumbai's emerging growth corridors, whether Navi Mumbai, Thane, Kalyan, Panvel and parts of the extended Mumbai Metropolitan Region, has a unique role to play in the city's future. However, if I had to identify one area with the greatest long-term potential, it would be Navi Mumbai, particularly the region surrounding the upcoming Navi Mumbai International Airport. Globally, major airports have acted as powerful economic catalysts, attracting businesses, logistics hubs, commercial districts, hospitality, education and residential development. Navi Mumbai is poised to follow a similar trajectory. Combined with transformative infrastructure such as the Atal Setu, expanded metro connectivity and improved road networks, the airport will significantly enhance accessibility and unlock entirely new opportunities for investment and employment.
This is also where the vision of Mumbai 3.0 begins to take shape. Rather than replicating the development patterns of the past, this corridor presents an opportunity to create a more integrated, future-ready urban ecosystem. If planned holistically, the Navi Mumbai growth corridor has the potential not only to absorb the region's future growth but also to redefine how people live, work and interact across the Mumbai Metropolitan Region.
Q5. What lessons from Mumbai's growth journey should planners apply while developing Mumbai 3.0 and future urban districts?
One of the biggest lessons from Mumbai's growth journey is that connectivity has always been the catalyst for development. Every major phase of the city's expansion has been driven by investments in infrastructure, whether it was the railway network that shaped suburban Mumbai, the development of arterial roads and highways, or more recently, projects such as the Metro, Atal Setu and the Coastal Road. Wherever connectivity has improved, economic activity, housing and population growth have naturally followed.
As we plan for Mumbai 3.0 and future urban districts, infrastructure can no longer be viewed as an afterthought; it must be the foundation upon which development is built. Roads, public transport, utilities and digital infrastructure must be planned in tandem with residential, commercial and social infrastructure, rather than retrofitted later. This integrated approach not only supports economic growth but also creates more efficient, liveable and resilient cities.
Another important lesson is that growth should be holistic rather than fragmented. Future urban districts must go beyond creating residential or commercial enclaves. They should be designed as complete ecosystems with quality public spaces, healthcare, education, recreation, retail and employment opportunities, all supported by seamless multimodal connectivity. Transit-oriented, mixed-use planning will reduce travel times, improve quality of life and make cities more sustainable.
Q6. Sustainability is no longer just about green buildings; it's increasingly about creating sustainable ecosystems. How do you see sustainability evolving in Mumbai's context?
The definition of sustainability has evolved significantly. Today, it is no longer enough to design a building that is energy efficient or environmentally certified. True sustainability is about creating integrated urban ecosystems that reduce resource consumption, improve quality of life and remain resilient over the long term.
In Mumbai's context, sustainability begins with thoughtful urban planning. It means creating neighbourhoods where people can live, work, learn, shop and access healthcare and recreation without having to travel long distances every day. Concepts such as walk-to-work environments, mixed-use developments, transit-oriented planning and well-connected public transport networks can significantly reduce traffic congestion, lower carbon emissions and make the city more liveable.
Equally important is the integration of green infrastructure and climate resilience into the planning process. Developments must incorporate open spaces, efficient water management, energy-efficient design, waste management systems and resilient infrastructure that can respond to climate-related challenges. Sustainability should function as a guiding principle that shapes every stage of urban development. When planning is people-centric and ecosystems are designed holistically, sustainability becomes a natural outcome.
Q7. When you imagine Mumbai in 2040, do you see the city growing taller, denser, or differently? What direction do you think its growth will take?
By 2040, I don't see Mumbai simply growing taller or denser; I see it growing smarter and more connected. Given the city's geographical constraints, vertical development will remain inevitable, but height alone cannot define its future. As infrastructure continues to expand, growth will increasingly extend beyond the island city into emerging hubs such as Navi Mumbai, Thane, Kalyan and Panvel, creating a more balanced, polycentric metropolitan region. The real measure of Mumbai's success will be how well it balances density with quality of life. By 2040, Mumbai's ambition should not simply be to build higher, but to build better. The outcome should be a city that is more liveable, sustainable and globally competitive.
Q8. As the digital economy expands, data centres are becoming increasingly important. How can Mumbai accommodate this growth while balancing sustainability and urban planning concerns?
Almost every aspect of modern life, from banking and healthcare to communication, entertainment and governance, depends on secure and reliable data. Data centres are thus critical digital infrastructure that forms the foundation of economic activity and supports future growth. With India's data localisation policies further driving the need for domestic storage and processing capabilities, the demand for data centres will continue to grow.
As Mumbai 3.0 takes shape, this growth must be planned strategically. Dedicated data centre clusters should be integrated into the city's master planning, with adequate provision for power, water, connectivity and logistics from the outset. At the same time, sustainability must remain central to this approach. Operators should be encouraged to adopt renewable energy, energy-efficient cooling technologies and recycled water systems to minimise their environmental footprint. With the right planning framework, Mumbai can build a robust digital infrastructure ecosystem that supports economic growth while remaining resource-efficient, resilient and aligned with the city's long-term sustainability goals.
