Deputy Chief Minister (CM) Eknath Shinde on Thursday directed officials to expedite the implementation of the long-pending Thane cluster redevelopment scheme to provide relief to residents living in dangerous and dilapidated buildings.
Chairing a review meeting through video-conferencing, Shinde directed the administration to transfer the cluster redevelopment projects in Kopri, Kisan Nagar, and Wagle Estate from Mahatma Phule Renewable Energy and Infrastructure Technology Limited (MahaPreet) to the Maharashtra State Road Development Corporation (MSRDC) to ensure faster execution.
He also said the state government would consider declaring cluster redevelopment projects in Thane district as "Vital Public Housing Projects" to accelerate approvals and rehabilitation work.
According to officials, the legal and administrative process required to transfer the project from MahaPreet to MSRDC will be completed on priority. Shinde said MSRDC's experience in handling large infrastructure projects would help speed up the redevelopment programme.
The deputy CM described the Thane cluster redevelopment project as the country's first large-scale cluster redevelopment initiative and said it would not only provide safer housing but also improve the overall quality of life of residents.
Shinde further directed the Industries Department to expedite the transfer of around 60.85 hectares of MIDC land earmarked for the cluster rehabilitation project. He asked officials to complete the required approvals and execute a tripartite agreement between MIDC, the Thane Municipal Corporation, and other stakeholders within a week.
Officials informed the meeting that MIDC had earlier approved the transfer of land for the project in exchange for 12.5 per cent developed land. Several pending issues, including approvals from plot holders, rehabilitation of tribal families, relocation of stall owners and other affected stakeholders, have now largely been resolved.
The government is also looking to push redevelopment projects in MIDC areas of Thane, Navi Mumbai, Kalyan-Dombivli and Vasai-Virar through the cluster redevelopment model. Shinde noted that the projects had not progressed at the desired pace and stressed the need to rehabilitate residents living in unsafe structures at the earliest.
He also underlined the importance of prioritising the construction of transit accommodation for displaced residents during the redevelopment process.
