In a major boost for homebuyers, Maharashtra real estate body makes project certificates more transparent

In a landmark move, the Maharashtra Real Estate Regulatory Authority (MahaRERA) announced that for the first time, its project registration certificates will now include comprehensive details about each project development - a step widely seen as a significant victory for homebuyers across the state.

Effective immediately, all new housing projects registered with MahaRERA will be issued a revamped certificate that outlines vital project information in a user-friendly format. The move, described by officials as "homebuyer-centric", is aimed at equipping prospective buyers with all essential preliminary details necessary for informed decision-making.

Previously, registration certificates only listed basic information - the name and address of the project and promoter. Now, the document will present this data in bullet points for clarity and ease of reference.

An annexure to the certificate will include:

-The total built-up area of the project

-Names and number of buildings and wings

-Total number of habitable floors

-Count of residential and non-residential units

-Details from the Commencement Certificate, including construction permission levels

-Number of parking slots available for cars, two-wheelers and visitors

-Any updates during a project's lifecycle - such as deadline extensions, ownership transfers or joint ventures - will also be reflected in revised versions of the certificate.

A MahaRERA official said the development is "a progressive step toward full transparency and greater accountability."

The updated registration certificate will be prominently displayed at the construction site and on the project's official website. Additionally, when users search for a project on the MahaRERA website using the registration number, a direct link to the certificate will now appear on the first page.

MahaRERA has also made it mandatory for all project advertisements to include a QR (quick response) code containing key information. When scanned, this code provides quick access to the project's registration details - making it easier than ever for potential buyers to verify claims made in property ads.

Speaking on the development, MahaRERA Chairman Manoj Saunik said, "To purchase a property, most people invest their lifetime savings. To ensure the investment remains safe and secure, MahaRERA has been striving towards protecting the homebuyers' rights. With this in mind and the potential challenges that may arise in the future, MahaRERA has initiated granting registration numbers of projects only after thorough legal, financial and technical scrutiny."

He added that this latest initiative aligns with MahaRERA's broader mission to ensure transparency.

"As part of legally empowering the homebuyer, we've introduced non-negotiable provisions such as the Standardised Agreement for Sale, allotment letters, and mandatory disclosure of parking and amenities. The inclusion of project specifics on the registration certificate furthers this vision. We urge all homebuyers to carefully study these details and verify them before making any commitments," said Saunik.

The new certificate will comprise:

Reader-friendly format using bullet points

Details of project and promoter, including address and registration number

Project's total built-up area and building-wise layout

Approval levels from the Commencement Certificate

Full account of parking availability

Dynamic updates reflecting amendments, deadlines, or ownership changes

This reform builds upon a series of pro-buyer measures introduced by MahaRERA in recent years - from enforcing standardised sales agreements to mandating detailed descriptions of parking dimensions and amenities. Several state regulatory bodies have since followed suit.

Experts suggest this move will further strengthen buyer confidence in Maharashtra's real estate sector, where transparency has long been a pressing concern.
