The Mumbai Metropolitan Region Development Authority (MMRDA) has imposed Rs 6 crore in penalties on the contractor and general consultant of Metro Line 4 after an iron staging collapsed at the Bhakti Park station construction site in Wadala last Saturday, killing two workers.
MMRDA said a detailed examination found safety lapses and that accountability had been fixed. The contractor, RInfra-Astaldi JV, has been fined Rs 5 crore, while the general consultant consortium of DB Engineering & Consulting GmbH, Hill International and Louis Berger Consulting has been fined Rs 1 crore.
The Wadala TT police have also registered an FIR against the âsub contractor' Tarikh Ul Islam under Section 106(1) of the Bharatiya Nyaya Sanhita (BNS), which deals with causing death by a rash or negligent act. No arrests had been made till Friday afternoon, police officials said.

According to the police, labourer Safiqul Mukhtar Hussain, 31, was working at the site with Nahij, 33, and Sakim, 37. The three were engaged in centring work at the under-construction station. Hussain told police that Nahij and Sakim were descending from the iron staging when it gave way, causing both to fall onto the road. The injured workers were taken to Sion Hospital in private vehicles. Nahij was declared dead on arrival, while Sakim died later while undergoing treatment in the ICU.

MMRDA said preliminary findings indicated lapses at the supervisory level of the subcontractor.
"Following a detailed examination, accountability has been fixed and stringent action taken," said MMRDA.
"At around 7.30 pm, Nahij and Sakim were going down from the iron staging built for construction. As they were coming down, the staging broke, and they both fell and were seriously injured," said Safiqul Mukhtar Hussain, worker and complainant. Hussain alleged that the subcontractor had been negligent and reckless about worker safety, resulting in the deaths.

"MMRDA has directed all Contractors, Subcontractors and Consultants to strictly adhere to prescribed safety procedures, statutory requirements and contractual obligations. Any lapse compromising safety will invite stringent action."
