Lok Sabha polls: Nearly 61 per cent voter turnout in phase 2 of polls till 7 pm

Voter turnout of 60.96 per cent was recorded till 7 pm in phase two of the Lok Sabha elections held on Friday across 88 constituencies spread in 13 states, the Election Commission said. The poll panel described the voting as "peaceful". In the second phase of Lok Sabha elections of 2019 held in 95 constituencies across 13 states, the turnout was much higher at 67.6 per cent. Heat wave is believed to have contributed towards several voters not turning up at polling stations in both the phases. In the first phase, the turnout was 65.5 per cent compared to 69.43 per cent in phase one of the 2019 parliamentary polls. Some of the constituencies were different then and the total number of seats which went to poll were 91. The EC said polling is now complete in 14 states and Union territories. The polling time was extended till 6 pm in many polling stations in Banka, Madhepura, Khagaria and Munger constituencies in Bihar to facilitate the voters in hot weather conditions. Special arrangements were made to combat the heat, including provision of 'shamiyana', drinking water, medical kits and fans for the convenience of the voters. The usual polling time is 7 am to 6 pm but it varies depending on factors such as terrain, time of sunset and security situation. In phase two, the EC said, voters from 46 villages in Bastar and Kanker constituencies in Chhattisgarh cast their vote in a polling booth set up in their own village for the first time in a Lok Sabha election. "Thus, including phase one, overall, 102 new polling stations were set up for the first time in these constituencies for convenience of villagers," EC said. Cricketing icons Anil Kumble, Rahul Dravid and Javagal Srinath were seen voting at different polling stations in Bengaluru. Striking a pose with their inked fingers, they carried the message of importance of participation in the electoral process to the youth, the EC said. In the second phase, over 15.88 crore voters, including 8.08 crore male, 7.8 crore female and 5,929 third gender were eligible to vote. Board exams twice a year from 2025: MoE asks CBSE to work out logistics

The Ministry of Education has asked the CBSE to work out logistics for conducting board exams twice a year from the 2025-26 academic session, according to sources. The plan for introducing a semester system has been ruled out, they said. The ministry and the Central Board of Secondary Education (CBSE) will hold consultations with school principals next month for conducting board exams twice a year, the sources said. The CBSE is currently in the process of working out the modalities of how will the academic calendar be structured to accommodate another set of board exams without impacting the undergraduate admission schedule, they said. "The ministry has asked the CBSE to work on the logistics of how will board exams be conducted twice a year. The board is working out the modalities and a consultation will be organised next month with school principals," a source said. "The idea being explored is to conduct two editions of the board exams at the end of the year from the 2025-26 academic session but the modalities still need to be worked out. However, there is no plan to implement the semester system," the source added. The ministry's initial plan was to introduce biannual board exams from the 2024-25 academic session, however, it has been pushed back by a year. The new national curriculum framework (NCF), prepared by the Union government-appointed national steering company which was led by former ISRO chairman K Kasturirangan in line with the National Education Policy (NEP) 2020, proposed a semester system for students of classes 11 and 12. The framework, which was released by the ministry in August last year, also proposed that the students be given the option to write their board exams twice a year. "The CBSE right now is brainstorming on the schedule so students can get maximum benefit and the goal of making board exams stress-free can be achieved. However, logistics is a challenge which needs to be addressed, conducting exams is tiresome so the plan has to be flawless," the source said. Union Education Minister Dharmendra Pradhan had last October told PTI in an interview that appearing for board exams twice a year won't be mandatory for students. "The students will have the option of appearing for the (class 10 and 12 board) exams twice a year just like the engineering entrance exam JEE. They can choose the best score but it will be completely optional, no compulsion," he had said. However, this is not the first attempt at reforming board exams. The Continuous and Comprehensive Evaluation (CCE) was introduced for Class 10 in 2009 but was revoked in 2017 and the board reverted to the old model of year-end exams. The board exams for classes 10 and 12 were also split into two terms during the Covid pandemic as a one-time measure, but the old format of year-end exams resumed this year. Passenger held for hitting MSRTC bus conductor in Nagpur

A ticketless passenger was held after he allegedly assaulted a Maharashtra State Road Transport Corporation (MSRTC) bus conductor in Nagpur on Friday, a police official said, according to the PTI. The suspect who was identified as Firoz Sheikh Noor Sheikh (32) hailing from Hingna in Maharashtra's Nagpur district, was arrested by the police, the Kondhali police station official said, the PTI reported on Friday. "He hit conductor Yogesh Namdeo Kale following an altercation in the bus, which was on its way from Nagpur to Chhatrapati Sambhajinagar. The incident took place at 9:30am after Kale asked Sheikh for his ticket. He hit Kale on the head with his steel 'kada'," the official said, the news agency reported. "Other passengers pinned down Sheikh and the driver brought the bus to the police station. Sheikh has been charged with obstructing a government servant from discharging duty, criminal intimidation and voluntarily causing harm," the official said, as per the PTI. Man damages EVM at polling booth with iron object; detained Meanwhile, in an another incident, a 26-year-old man allegedly damaged an Electronic Voting Machine (EVM) by hitting it with an iron object when he came to cast his vote for Lok Sabha elections 2024 at a polling booth at Rampuri in Maharashtra's Nanded district on Friday, a police official said, reported the PTI. According to the PTI, the police detained the man, who told them that he wanted a pro-farmer and pro-labourer government, he said. "The man, Bhaiyyasaheb Edke, is a local resident and a registered voter of Rampuri booth. He came to the polling booth to cast his vote, but damaged an EVM with an iron object. He was immediately detained and the voting process continued soon afterwards as the broken machine was replaced with a new one," Nanded Superintendent of Police (SP) Shrikrushna Kokate told PTI. Police have launched an investigation to know the motive behind his act of damaging the EVM, he said. "The man says he wants a pro-farmer and pro-labourer government in place. We are trying to find out if he is linked to any political party. He is well-educated and has done courses in law and journalism. He was in Pune for 10 months before he returned to his village," the SP added, the news agency reported on Friday. (with PTI inputs)

Voters boycott Tripura polls to protest against "inadequate basic amenities"

In the Sadai Mohan Para area of Malda Para, part of the Ganganagar RD block, a significant number of voters boycotted the elections in protest against "inadequate basic amenities." Out of 1,059 registered voters, only 9 have cast their ballots so far, reflecting discontentment over the lack of infrastructure, particularly roads, electricity and drinking water. The residents of five neighbourhoods, extending to six villages, have collectively decided to abstain from voting, demanding immediate attention to their grievances. They specifically called for the repair of the critical 11-kilometer road from Gandachhera to Ambassa, which they claim has been in a deplorable condition for years. The poor road condition has been linked to severe consequences for the community, including the tragic deaths of children and women who could not reach medical facilities in time due to the inability of ambulances to navigate the road. In response to the protest, government officials have attempted to quell the unrest by offering written assurances that road repairs would commence shortly. However, the locals have stood firm on their demand for a more solid commitment, insisting that the District Magistrate (DM) personally guarantees that the repairs will be completed within two months. Despite the presence of police, Tripura State Rifles (TSR), and central forces at the polling station, the local community remains unmoved by the government's attempts to intervene. They have stated their intention to delay their participation in the voting process until they receive a satisfactory commitment directly from the DM. Repeated and persistent doubts on EVMs can create mistrust: Supreme Court

In his verdict, Justice Sanjiv Khanna said, “The suspicion that the EVMs can be configured or manipulated for repeated or wrong recording of vote(s) to favour a particular candidate should be rejected.” “We acknowledge the right of voters to question the working of EVMs, which are but an electronic device that has a direct impact on election results. However, it is also necessary to exercise care and caution when we raise aspersions on the integrity of the electoral process. “Repeated and persistent doubts and despair, even without supporting evidence, can have the contrarian impact of creating distrust. This can reduce citizen participation and confidence in elections, essential for a healthy and robust democracy.” He added that the credibility of the Election Commission of India (ECI) and integrity of the electoral process earned over the years cannot be chaffed and over-ridden by baroque contemplations and speculation. Further, Justice Khanna took note of the statement made by ECI officials that the symbol loading process – where a bitmap file of the serial number, name of the candidate and the symbol is uploaded – cannot be equated with the uploading of the software. “The symbol loading process undertaken by using the symbol loading unit cannot alter or modify the programme/firmware in the VVPAT which has been burnt/loaded in the memory,” he said. The apex court said that while it acknowledge the fundamental right of voters to ensure their vote is accurately recorded and counted, the same cannot be equated with the right to 100 per cent counting of VVPAT slips, or a right to physical access to the VVPAT slips, which the voter should be permitted to put in the drop box. It added that giving physical access to VVPAT slips to voters is “problematic and impractical”, and will lead to misuse, malpractices and disputes. Saying that the weakness of the ballot paper system is well-known and documented, it rejected the submission to return to the ballot paper system as “foible and unsound.” Also Read: Uddhav-led Shiv Sena (UBT) candidate booked for holding 'padayatra' in Sangli “We would be undoing electoral reforms by directing reintroduction of the ballot papers. EVMs offer significant advantages. They have effectively eliminated booth capturing by restricting the rate of vote casting to four votes per minute, thereby prolonging the time needed and thus check insertion of bogus votes. “EVMs have eliminated invalid votes, which were a major issue with paper ballots and had often sparked disputes during the counting process. Furthermore, EVMs reduce paper usage and alleviate logistical challenges. “Finally, they provide administrative convenience by expediting the counting process and minimising errors,” the SC said. Association for Democratic Reforms, one of the petitioners, sought directions to return to the paper ballot system, or that the VVPAT slip be given to the voter to verify and put in the ballot box for counting, and/or there should be 100 per cent counting of the VVPAT slips in addition to electronic counting by the control unit. The PIL litigants contended that there exists a possibility of manipulating the EVMs and, therefore, the apex court should step in to instill confidence in the voters as they have the right to know that their franchise has been correctly recorded and counted. Justice Dipankar Datta – who authored a separate opinion, but “whole-heartedly” concurred with Justice Khanna’s verdict – said that the prayer to revert to the “paper ballot system” reveals the real intention of the petitioning association to discredit the system of voting through the EVMs and thereby derail the electoral process that is underway, by creating unnecessary doubts in the minds of the electorate. “I have serious doubts as regards the bona fides of the petitioning association when it seeks a reversion to the old order. Irrespective of the fact that in the past efforts of the petitioning association in bringing about electoral reforms have borne fruit, the suggestion put forth appeared inexplicable,” Justice Datta said. Further, he said that in recent years, a trend has been fast developing of certain vested interest groups endeavouring to undermine the achievements and accomplishments of the nation, earned through the hard work and dedication of its sincere workforce, adding that “there seems to be a concerted effort to discredit, diminish, and weaken the progress of this great nation on every possible frontier.” Also Read: Lok Sabha Elections 2024: Another BJD MLA joins BJP ahead of polls in Odisha In conclusion, Justice Datta said that the petitioners’ apprehensions were misplaced and they have neither been able to demonstrate how the use of EVMs in elections violates the principle of free and fair elections nor have they been able to establish a fundamental right to 100 per cent VVPAT slips tallying with the votes cast. In April 2019, the Supreme Court ordered the ECI to increase the VVPAT slips from one EVM per Assembly constituency to five. It had issued guidelines for mandatory verification of VVPAT slips, out of five randomly-selected polling stations, after completing the final round of counting votes recorded in EVMs. The latest verdict declined to modify the aforesaid directions to increase the number of VVPAT undergoing slip counting for several reasons. “First, it will increase the time for counting and delay the declaration of results. The manpower required would have to be doubled. Manual counting is prone to human errors and may lead to deliberate mischief. Manual intervention in counting can also create multiple charges of manipulation of results. Further, the data and the results do not indicate any need to increase the number of VVPAT units subjected to manual counting,” the apex court reasoned. Justice Khanna passed two directions not because the top court had any doubt, but to only further strengthen the integrity of the election process. First, all Symbol Loading Units (SLUs) will be sealed on or after May 1 on completion of the symbol loading process and will be kept in the strong room at least for 45 days post declaration of results. “The candidates or representatives shall sign the seal. The containers containing SLUs shall be kept in strong rooms, along with EVMs, at least for a period of 45 days post declaration of results. They shall be opened, examined and dealt with as in the case of EVMs,” the apex court said. Second, the burnt memory or microcontroller in 5 per cent of the EVMs per Assembly segment of a parliamentary constituency will be checked and verified by a team of engineers from EVM manufacturers post announcement of results on a written request made by candidates securing second and third-highest votes. “All candidates or their representatives shall have the option to remain present at the time of verification. Such a request should be made within a period of seven days from the date of the declaration of results…The actual cost or expenses for the said verification will be notified by the ECI and the candidates making the said request will make payment of said expenses. Expenses will be refunded in case EVM is found to be tampered,” ordered the Supreme Court. PM Modi to address rally in Pune on April 29, says BJP's Chandrakant Patil

PM Modi will address a Lok Sabha elections 2024 rally in Maharashtra's Pune on April 29, the Bharatiya Janata Party (BJP) leader Chandrakant Patil said on Friday, reported the PTI. The ruling alliance comprising the BJP, Maharashtra CM Eknath Shinde-led Shiv Sena and the Ajit Pawar-led Nationalist Congress Party (NCP)on Friday held a meeting to review preparations for Prime Minister Narendra Modi's Lok Sabha poll rally in Pune on April 29, according to the PTI. A massive crowd of two lakh people will attend the rally to hear the PM's speech, senior Maharashtra BJP leader Chandrakant Patil said, as per the PTI. Chandrakant Patil, who is state higher and technical education minister, attended the meeting along with Deputy CM Ajit Pawar, Rahul Kul and Vijay Shivtare, the news agency reported. "PM Narendra Modi will hold a rally in Maharashtra's Pune on April 29 at Race Course. We are expecting 2 lakh people for the rally. Party functionaries from Pune, Maval, Baramati, Shirur will be present on April 29. We held a meeting today to review preparations," he said, reported the PTI. "PM Modi will stay at Raj Bhavan in Pune on April 29. There are no plans about the PM's roadshow. MNS chief Raj Thackeray's son Amit Thackeray will also attend the rally," Chandrakant Patil said. Lok Sabha elections 2024 Phase-2 has been 'too good' for NDA: PM Modi Meanwhile, Prime Minister Narendra Modi on Friday said that the phase two of the Lok Sabha elections 2024 has been "too good" for the BJP-led NDA, describing the support to the ruling alliance as unparalleled, as per the PTI. He said on X as polling ended, "Phase Two has been too good! Gratitude to the people across India who have voted today. The unparalleled support for NDA is going to disappoint the Opposition even more." "Voters want NDA's good governance. Youth and women voters are powering the strong NDA support," PM Modi said. PM Modi had made a similar assertion after phase one of voting on April 19, saying the ruling alliance has seen a great response. Dimple Yadav is contesting from the Mainpuri seat, and earlier her daughter Aditi Yadav, campaigned for the party in Mainpuri and urged the people to vote for Samajwadi Party (SP) chief Akhilesh Yadav. He said on Friday that the fight for the removal of Electronic Voting Machines (EVM), currently used in the ongoing Lok Sabha elections, is a 'long' one. Yadav, who recently announced his candidature from the Kannauj Lok Sabha constituency, also said that though everyone will accept the SC's judgment on EVMs, the fight against the polling machine will not stop. "There is a long fight ahead on VVPAT, EVM, and ballot paper. Whatever decision the Supreme Court takes, everybody will accept that, but the fight won't stop. The fight will go on," the SP chief said while speaking to reporters in Uttar Pradesh's Kasganj. At 5 pm nearly 60 per cent voter turnout was recorded across 13 states and union territories. Don't drag Pakistan for political mileage during elections in India: Foreign Off

Pakistan on Friday urged Indian leaders to stop dragging the country in their speeches for political mileage during the election season. Speaking at a press briefing here, Pakistan's Foreign Office Spokesperson Mumtaz Zahra Baloch said that Islamabad rejects all the claims made by Indian leaders over Jammu and Kashmir. Indian politicians to cease their reckless practice of dragging Pakistan into India's populist public discourse for electoral motives, she said. "We are witnessing an alarming surge in provocative statements from Indian leaders asserting unwarranted claims on Jammu and Kashmir. Pakistan rejects these claims. Fuelled by hyper-nationalism, this inflammatory rhetoric poses a grave threat to regional peace and susceptibility," she said. Zahra claimed that Indian claims were contrary to historical and legal facts. "Historical and legal facts as well as ground realities refute India's baseless claims over Jammu and Kashmir," she said. India has previously rejected such statements by Pakistan on the Kashmir issue. India's Ministry of External Affairs has repeatedly asserted that "The Union Territory of Jammu & Kashmir and the Union Territory of Ladakh are and always will be integral and inalienable parts of India. He was in Pune for 10 months before he returned to his village," the SP added, the news agency reported on Friday. 43 percent polling till 3 pm in 2nd phase of polls in Maharashtra In the second phase of Lok Sabha elections 2024 on Friday, eight constituencies in Maharashtra recorded voter turnout of 43.01 percent until 3 pm, according to officials, reported the PTI. The voting in the central Marathwada region's Hingoli, Nanded, and Parbhani constituencies, as well as the Vidarbha (eastern Maharashtra) seats of Akola, Amravati, Buldhana, Wardha, and Yavatmal-Washim began at 7 am and will end at 6 pm. Wardha recorded 45.95 percent turnout, Akola 42.69 percent, Amravati 43.76 percent, Buldhana 41.66 percent, Hingoli 40.5 percent, Nanded 42.42 percent, Parbhani 44.49 percent and Yavatmal-Washim 42.55 percent, election officials said, as per the PTI. Former chief minister Ashok Chavan, who recently switched over from the Congress to the Bharatiya Janata Party (BJP), voted along with his family members in the initial hours in Maharashtra's Nanded district. As many as 1.49 crore voters (77,21,374 men, 72,04,106 women and 432 persons from third gender category) are eligible to cast ballots across 16,589 polling centres. There are a total of 204 candidates in the fray -- 21 in Buldhana, 15 in Akola, 37 in Amravati, 24 in Wardha, 17 in Yavatmal-Washim, 33 in Hingoli, 23 in Nanded and 34 in Parbhani. On April 19, five seats in eastern Vidarbha--Nagpur, Ramtek, Chandrapur, Bhandara-Gondia and Gadchiroli-Chimur went to polls, registering a voter turnout of 63.70 per cent, according to the PTI. Lok Sabha Elections 2024: Another BJD MLA joins BJP ahead of polls in Odisha

Weeks after resigning from the ruling BJD, Soro MLA Parshuram Dhada on Friday returned to the BJP ahead of the Lok Sabha elections 2024 and assembly polls in Odisha. Dhada joined the saffron party at an event organised at the BJP's headquarters here in the presence of its state president Manmohan Samal, former president Samir Mohanty and other leaders. The legislator quit the BJD on April 3 after being denied a ticket to contest the upcoming polls. Two youths wearing 'Spiderman' costumes perform stunts on Delhi road, get booked

Crimes are often committed using various superhero costumes around the world. In a funny turn of events for two youths in Delhi, their obsession with Spiderman and his costume did not go down well. The two youths, including a 19-year-old woman, wearing ‘Spiderman’ costumes were booked for various offences while performing stunts on the road in Delhi, an official said on Friday. The accused are identified as Aditya (20), and Anjali (19), both residents of Najafgarh. According to police, a post went viral on social media in which a person without a helmet was riding a bike without a number plate, and was doing a stunt in a spiderman costume on Urban Extension Road-II (UER II) or NH-344M in the national capital. “An enquiry into the matter is conducted and the riders have been booked for offences of driving without helmet, without mirror, without licence, dangerous driving and not display number plate etc,” said a senior police official.
