The investigation into the deadly drug overdose at the NESCO Exhibition Centre in Goregaon has widened, with the arrest of a seventh accused, Vineet Gerelani, 22, exposing what police believe could be a well-organised narcotics network operating at high-profile music events across the city. The civic body has also ordered that no new road excavation works be taken up after 30 April, with all ongoing works to be completed and roads opened to traffic by May 31, 2026. The instructions were issued by Municipal Commissioner Ashwini Bhide during an inspection of major infrastructure projects across the city on Thursday. Additional Municipal Commissioner (Projects) Abhijit Bangar accompanied her during the visit. Dharavi sewage treatment plant 65 per cent complete Bhide reviewed the 418 million litres per day (MLD) sewage treatment plant (STP) being constructed at Dharavi, which has reached 65 per cent physical progress and is expected to be operational by July 2027. The plant, based on Sequential Batch Reactor (SBR) technology, is part of seven STPs being developed across Mumbai. Officials said the project is designed as a multi-storey structure due to limited space and is the most space-efficient among all upcoming facilities. The project includes an influent pumping station, sludge treatment units, tertiary treatment facilities, and tunnel-connected inlet and outlet shafts. The Commissioner directed officials to resolve local issues on priority to ensure timely commissioning. Sion flyover work faces railway delay At the Sion East-West Railway flyover site, officials informed that girder launching has been delayed by 15 days due to railway constraints. The installation, earlier planned by April 30, 2026, is now expected by 15 May 2026. Despite the setback, Bhide directed agencies to accelerate remaining work and ensure both girders are installed by May 31, 2026. She also instructed the BMC Bridge Department and Railway authorities to maintain coordination to ensure full project completion by July 15, 2026. Road concretisation works under strict timeline Under Phase 1 and Phase 2 of the road cement concretisation project, 1,736 roads spanning 496.83 km have been completed as of April 13, 2026. During the inspection in Sion East, the Commissioner reviewed work on Road Number 27 and footpath development on Road Number 25(C), stressing the need for quality control. She reiterated that no new excavation should be undertaken after April 30, 2026, all concreting must be completed by 15 May, and all roads must be opened to traffic by 31 May 2026. Chunabhatti flood prevention system reviewed Bhide also inspected flood prevention measures at Chunabhatti Railway Station, where waterlogging had been reported in 2024. Officials said that preventive measures introduced in 2025 had largely prevented flooding during the monsoon, except for a brief incident on August 19, 2025. The existing system channels rainwater from low-lying areas into the Somaiya nullah and stores railway-side runoff before discharging it into the stormwater network connected to Duncan nullah. The Commissioner directed officials to improve system efficiency and examine a proposal to lay pipelines from railway-side storage tanks to enhance drainage capacity. Mini pumping station to be upgraded A mini pumping station near Chunabhatti railway station was also inspected. The facility currently pumps water from Duncan nullah, with plans to extend a 700-metre rising main pipeline up to Rahul Nagar nullah to reduce water accumulation in the area. Water Tunnel No. 1 supplies water from Amar Mahal (Hegdewar Garden) to Wadala (Pratiksha Nagar) and further to Parel (Sadakant Dhavan Garden). Meanwhile, Water Tunnel No. 2 runs from Amar Mahal to the Trombay Low-Level and High-Level Reservoirs, ensuring continuous water supply to key areas. The civic body stated that these maintenance operations are necessary to ensure the long-term efficiency and safety of the water supply system. Areas to face water supply reduction The BMC said the 5 per cent water cut will affect several wards in the eastern suburbs, including L (Kurla East), M East, M West, N, S, and T wards. The water cut is scheduled from 10 am on Thursday, April 16, to 4 am on Friday, April 17, 2026, officials said. The BMC will install two 1500 mm butterfly valves on the tunnel water pipeline at Haji Bunder Road in the F South Ward, near Sewri, they said. According to the Mumbai civic body, the work is being carried out to improve and regulate water supply from the Bhardavada Hill Reservoir, Phosberry Hill Reservoir, and Golnaji Hill Reservoir. An official statement said that due to the work, parts of the A, B, C, E, and F-South BMC wards will experience either complete water supply shutdown or low-pressure supply during the operation period.
